Description
a. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. b. This solicitation is numbered 200-28-02 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-05. c. This solicitation is a 100% small disadvantaged business set-aside. The associated North American Industry Classification System (NAICS) code is 611710 with a size standard of $6.0 million. The Small Business Competitiveness Demonstration Program is not applicable. d. The contractor shall provide a written firm fixed price proposal by email to the Contracting Officer based on the following required services: WORK STATEMENT VETERANS HEALTH ADMINISTRATION HEADQUARTERS MENTORING PROGRAM 2002 3/20/02 1.0 Objective and Scope The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires online program registration, instructional delivery and overall program implementation of its 2002 Mentoring Program. 2.0 Background With over 80% of VHA managers eligible for early or regular retirement, effective development of the next generation of leaders is crucial. Benchmarking studies of the best leadership development efforts in the country reveal that an effective mentoring program is a key element in building internal capacity for effective succession. The intent of the VHA mentoring program is to identify high-potential employees with diverse perspectives who aspire to seek senior leadership roles in VHA and provide them with intensive professional development in a one-on-one relationship with senior executives along with executive level hands-on experience. The mentoring program will accelerate the transfer of corporate knowledge and leadership skills and serve as an example of organizational commitment and stewardship to the entire agency, and form the basis of a Department-wide mentoring effort. This program will also instill the core competencies of the High Performance Development Model in the leadership paradigm of the participants. The program will be implemented in VHA Central Office and VISN-5 and will later be expanded. The mentoring project is a structured, directed, and planned professional development program of one-year duration. 3.0 Performance Requirements a. Task One: A detailed work plan and briefing for the VA project team which presents the contractor's plan for completing the task order. The Contractor's plan describe in detail, the approach to be used for each aspect of the task order as defined in the technical proposal. Deliverable: A detailed work plan and briefing. Delivery Schedule: 5 days after award b. Task Two: Online registration Deliverable: A web-based delivery system designed to select, match, track and connect mentoring partnerships Delivery Schedule: 15 days after award c. Task Three: Program orientation Deliverable: An introduction to the mentoring program presented at the VA headquarters to the assembled mentors, mentorees, and supervisors of the mentorees Delivery Schedule: One month after award d. Task Four: Mentor-Mentoree Matching Deliverable: Reasoned and experienced matching of the mentors and mentorees for the duration of the program Delivery Schedule: 45 days after award e. Task Five: Developmental training for the mentor and mentoree Deliverable One: Course materials Delivery Schedule: 60 days after award Deliverable Two: Two days of training for the mentors and mentorees Delivery Schedule: 60 days after award f. Task Six: Implementation of the mentor - mentoree action plan Deliverable One: Instruction on the success triangle or other personality based instrument to assess trainability Delivery Schedule: 70 days after award g. Task Seven: Continuous improvement Deliverable One: Mentor training specific to the position Delivery Schedule: Six months of the award Deliverable Two: Mid Point energizer and training Delivery Schedule: Six months of the award Deliverable Three: Mid-point program evaluation Delivery Schedule: Six months of the award Deliverable Four: End of program review Delivery Schedule: Six months of the award Deliverable Five: End of program evaluation Delivery Schedule: Six months of the award Performance Period: The contractor shall complete all services required for this work statement in 360 calendar days or less from date of award. h. Task Eight: Monthly Status Reports Deliverable: Written monthly reporting to the Contracting Officer and to the Contracting Officer's Technical Representative (COTR) to show all services completed during the preceding month and shall present the services to be accomplished during the subsequent month. This report shall also identify any problems that arose and a statement explaining how any problems were resolved, including the status of unresolved problems and required courses of action. Note: All written deliverables shall be written in plain language. Statistical and other technical terminology shall not be used without providing a glossary of terms. Where a written milestone deliverable is required, VA will complete its review of the deliverable within two days after receipt. The Contractor shall have two days deliver the final deliverable from date of receipt of VA comments. -End Work Statement- e. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. In addition to the requirements of the provision, offerors shall provide three written references that show evidence of services performed on Government contracts of similar scope and complexity as contemplated in this procurement. Offerors shall include points of contact for those contracts and include the contract number and amount of award. Offerors shall also prepare brief written proposals to show how the work statement will be implemented. Offerors shall identify in writing all necessary subtasks (if any), associated prices by task, and the associated delivery schedules. Offerors shall submit a firm fixed price. f. The provision at 52.212-2, Evaluation -- Commercial Items, is applicable. Regarding paragraph (a) of that provision, the factors of Past Performance, Technical Capability to Perform the Services, and Price will be considered. Past Performance is considered more important than Technical Capability to Perform the Services, and both of these factors are considered more important than Price. g. All offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. h. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. No addenda are applicable. i. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following clauses in that provision apply to this acquisition: (b)(11); (b)(12); (b)(13); (b)(14); (b)(15); and (b)(25). j. Offers are due to the Contracting Officer March 27, 2002, by 3 PM Central Standard Time. Email offers are encouraged.
