- The Department of Justice, Facilities and Administrative Services Staff (FASS), intends to award a contract to a contractor for electrostatic painting of bookcases, shelving and metal decking in the 5300 corridor and mezzanine of the library in the Robert F. Kennedy Department of Justice Building (RFK) located at 950 Pennsylvania Avenue NW, Washington, DC, 20530. A mandatory site survey meeting is scheduled for 10:00 AM on Wednesday, April 17, 2002, for all interested contractors to determine detailed requirements for the job. Interested parties must contact the Contracting Officer's Technical Representative (COTR), Pam Rhame, on 202-305-8429 by no later than the close of business (cob) on April 12, 2002, to provide name, date of birth, and social security number of all individuals planning to attend. The meeting will begin at the construction trailer entrance at the corner of Tenth Street and Constitution Avenue. (This site is in a construction zone. Attendees will be required to bring and wear hardhats and proper foot attire). The RFK is a secure facility; all contractor personnel must present two forms of identification in order to enter the building. Following contract award but prior to beginning work on site, security clearances must be completed for all contractor personnel needing access to the site. In addition, parking for contractor vehicles is not available on site. Limited short term parking is available for offloading of equipment and materials only. This project is to electrostatically paint approximately 1200 linear feet of seven-shelf metal bookcases and approximately 2,000 square feet of metal decking. The new finish shall be an electrostatically applied epoxy finish, using equipment that meets current safety and environmental regulatory standards. Prior to painting, all surfaces must be thoroughly cleaned and prepared to remove all dirt, contaminants and adhesive residue from removed labels, stickers, etc. A first light tack coat is to be applied followed by a full wet coat that dries within 30 minutes. All exposed surfaces of bookcases and shelving units must be painted, and all adjustable shelving components must be removed prior to painting. Any bookcases or shelving anchored to a wall surface may be painted in place ; however, all flooring, floor coverings, walls, doorways, and other property in areas immediately adjacent to the painting must be protected from overspray and damage. Any damage to surrounding surfaces must be properly cleaned immediately at the contractor's expense. The contractor shall use Paints & Solvents paint color E10633, Washington Brown- Epoxy Glaze Semi-gloss. A sample chip and specifications for matching will be provided by the COTR. Three days prior to starting the project, the contractor must submit a sample of the color to the COTR for approval. All equipment, materials, labor and supervision necessary to complete this project are to be provided by the contractor. The work site is in an area of RFK currently under renovation; therefore workers are required to wear appropriate safety attire meeting applicable OSHA standards Work on site may be performed between the hours of 7:00 AM and 4:00 PM, Monday thru Friday, except Government holidays. Authorization to work outside of these hours must be obtained from the Contracting Officer. The contractor may begin work on the first work day immediately following contract award. All work under this contract must be completed by no later than June14, 2002. Work under this contract is covered under the Davis-Bacon Act. All contractor employees must be paid prevailing wages as specified by the Act. A copy of the current applicable Davis-Bacon Wage Determination will be provided to the contractor as part of the contract. Award Proposals must be received by the Contracting Officer no later than cob on April 26, 2002. The FASS intends to make an award on or about May 10, 2002, of a firm fixed price order, utilizing simplified acquisition procedures. It is the desire of FASS to issue only one purchase order to the contractor who can satisfy all the aforementioned requirements. Quotations will be evaluated using Best Value selection procedures which seeks to select an offer based on the best combination of price and qualitative merit. The statement of work serves as the Government's baseline requirements; however, the following characteristics will also be evaluated to assist the Government in making a best value determination: 1) Price, 2) Contractor experience completing similar projects within secure facilities, and 3) References (proposals should include a least three reference contacts with names, addresses and telephone numbers). Award under this solicitation in set aside for small business as described in FAR 52.219-6; the successful bidder may be required to provide documentation confirming eligibility as a small business concern. However, all interested parties are encouraged to submit proposals to be considered in the event that no small business concerns are responsive to this solicitation.
