Description
The Naval Surface Warfare Center, Dahlgren Division intends to purchase the following item on a Sole Source Basis from the manufacturer, TSI Inc., 500 Cardigan Road, P.O. Box 64394, St. Paul, MN 55164: Automated Filter Tester, 115 VAC, (with universal filter holder for flat-sheet media), Model No. 3160 (1 Each). The Automated Filter Tester supports the 6.2 research effort to develop toxic industrial chemically resistant particulate filter media. The TSI CertiTest Model 3160 Automated Filter Tester (AFT) measures filter efficiency, as a function of particle size (fractional efficiency) in the size range of the filter's most penetrating particle size (MPPS). A filter's MPPS is the particle size where a filter has its lowest efficiency (highest penetration). Typical MPPS values are from 0.5 to 0.3 micrometers. There are no other manufacturers of stand-alone automated filter te ster systems that measure filter efficiency as a function of particle size of air filters other than TSI Inc. Other manufacturers of automated filter testing systems use photometers or optical particle counters. Those systems either do not give any information about the particle size dependence on filter efficiency or do not go down to the size range where filters are the least efficient. Delivery will be FOB Destination. If delivery is other than FOB Destination, then state delivery cost in offer. Standard Commercial Warranty is Required. Offerer shall include a description of the Commercial Warranty with their offer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only written notice; a proposal is bei ng requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used in accordance with FAR 13.5. The closing date is 2 PM 9 April 2002. Proposals may be provided via fax to (540) 653-6810, Attn: XDS13-4 or via e-mail to "xds13@nswc.navy.mil". The anticipated award date is 16 April 2002. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06 and DFARS Change Notice dated 03-14-02. The NAICS code is 334515, with a size standard of 500. The applicable DPAS rating is DO-C9. This procurement will be awarded on an all or none basis. FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation and is hereby incorporated by reference. In accordance with FAR 52.212-2, Evaluation-Commercial Items, the Government intends to award a contract t o TSI Inc. provided that TSI Inc. can establish that it is able to meet the requirement of this solicitation at a fair and reasonable cost. Offerors shall include a completed copy of the provision at FAR 52.212-3 and DFAR 252.212-7000, Offeror Representations and Certifications - Commercial Items, with their offer. The following FAR and DFAR clauses apply to this acquisition and are incorporated by reference. FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial items subparagraphs (a), (b) 1, 5, 11, 12, 13, 14, 15, 16, 19, 21, 22, and 24 (d) and (e); DFAR 252-212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, subparagraphs (a), (b) 252.225-7001, 252.225-7012, 252.227-7 015, 252.243-7002, and 252.247-7023. The Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 has implemented Electronic Commerce (EC) in the acquisition area, therefore the synopsis/solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil.supply. Hard copies will not be provided. Vendors should regularly access the NSWCDD website to ensure they have downloaded any and all amendments.
