Description
This is a sources sought notice to locate qualified sources for the procurement of network engineering services in support of various specialized information systems and network technology programs. The Space and Naval Warfare Systems Center, San Diego (SSC SD) anticipates issuing a solicitation for a base period of one year and four, one-year option periods for a total potential contract period of performance of five years. This procurement is intended to be a cost plus fixed fee, indefinite quantity contract; other than the minimum guarantee in the base year, there is no minimum guarantee on the option years. The estimated level of effort for the total requirement is 259,440 man-hours. The work to be performed and programs supported relates to network and information systems utilized for the exchange of information within and among ships, aircraft, and shore facilities. Planned or future systems/programs in development to be supported include Electronic Key Management System (EKMS) and Network Warfare Simulation (NETWARS). Existing systems/programs to be supported include C4I Systems Development and Support, Network Administration, Local Area Network (LAN) design, integration and installation, and fiber optic communication systems. Additional systems/programs to be supported include: Next Generation Local Area Network (NEXLAN) Information Exchange Requirements (IER) Headquarters 21 (HQ21) Defense Red Switch Network (DRSN) Scientific and Technical (S&T) Network USCINCPAC Command and Control Support System (C2S2) Naval European Meteorology and Oceanography Center (NEMOC) Systems Command Center Improvement Program (CCIP) Coalition Wide Area Network (CWAN) Global Information Grid (GIG) Commanders Secure Network (CSN) CINC 21 ATD The respondent should have excellent Network Systems Engineering support qualifications for network and information systems that are currently operational and/or under development. It should be noted that any potential source will be required to have/or obtain personnel and facilities cleared up to the TOP SECRET Level. Performance will be at various federal sites worldwide, shore and shipboard, with many projects occurring simultaneously at multiple sites. For interested SMALL BUSINESSES, teaming with an educational institution and/or a large business is highly encouraged. See draft Statement of Work at http://e-commerce.spawar.navy.mil. under "Market Survey". Capabilities will be judged by previous and/or current experience. The North American Industry Classification System (NAICS) Code is 541330 - Engineering Services, and the SB Size Standard is average annual gross receipts of less than 23 million dollars. The respondent should provide an information statement (NTE seven (7) pages inclusive of the cover page) that summarizes relevant experience, knowledge, and capabilities consistent with the scope of the engineering and technical issues, problems and possible solutions associated with the noted systems. Respondents shall provide information related to contracts where the respondent was materially involved at a comparable level of effort. All capability information shall include: Contract number; customer (DOD agency, other government agency); contracting officer' representative (COR) name, telephone and fax numbers; contract value and type of contract; period of performance; and description of product/services. Interested SB firms are invited to respond to this sources sought announcement by providing, at a minimum, the following: (1) Name and address of applicant (Corporate/Principal Office); (2) name, telephone and fax number of point of contact; (3) date firm started; (4) NAICS Code; (5) type of business (i.e.: small business, small disadvantaged 8(a) certified, Woman-owned small business, small disadvantaged business (not 8(a) certified); (6) contractor's capabilities statement. The capabilities statement should summarize experience and knowledge relative to the following general areas as it relates to the scope of the effort in the SOW: (a) systems engineering, (b) C4I System Development, Installation, and Support; (c) modeling and simulation support in the analysis of communications performance; (d) systems engineering related to database development/administration; (e) network operations; (f) computer operations; (g) configuration management; (h) integrated logistics support; and (i) technical documentation. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, SSC-SD will utilize the information for technical and acquisition planning. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the government.
