- BLM National Interagency Fire Center Request for Proposals, NAR030057, Lightweight Helicopter Cargo Nets. This is a synopsis for 2,000 lightweight helicopter cargo nets made to BLM specifications. First Article Testing. The NAICS/SIC code is 314991/2298, size standard 500 employees. Solicitation will be posted on or about April 16, 2003 with proposals due April 30, 2003. Delivery schedule: 1st Article Testing on June 2, 2003; 1st delivery of 500 on June 20, 2003; 2nd delivery of 500 on July 11, 2003; and final delivery of 1,000 on August 15, 2003.
