- The Central Arkansas Veterans Healthcare System (CAVHS), Little Rock, Arkansas, plans to negotiate a sole source contract with Louise E. Parker, PhD of Boulder, CO to obtain her services as a consultant in organizational behavior. The HSR&D Field Program is participating in the QUERI Service Directed Project MNT 03-215, entitled "Expanding and Testing VA Collaborative Care Models for Depression" (also known as ReTIDES). HSR&D will be studying 2 components of this project - (1) "Building and Evaluating an Organizational Bridge - Study Goal 2A" and (2)"Developing Readiness and Sustainability Tools - Study Goal 2C". These components will require the services of Dr. Louise Parker because of her prior role in the other VA QUERI studies leading to the ReTIDES study and her expertise in qualitative and quantitative social science techniques including ethnographic observation and interviewing, qualitative textual analysis, survey design and analysis, and experimental design and analysis. Dr. Parker has over 20 years of experience conducting qualitative studies of health care provider roles, attitudes, and behaviors. She was involved in the initial development of the collaborative care model. The Government believes that Dr. Parker is the only responsible source that can provide the service required because of her background and experience with the research project. Changing variables can interrupt the current research and could be detrimental to the work that has already been conducted regarding this project. The contract period will be from date of award through September 30, 2005 with two (2) one-year options. This announcement is a 100% small business set-aside, NAICS Code 62112, size standard $8.5 million. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATED WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 15 DAYS AFTER PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED REQUIREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVENRMENT. INFORMATION RECEIVED WILL BE CONSIDERED SOLELY FOR THE PURPOSE OF EVALUATING THE INTENT OF THIS NOTICE.
