****NO SOLICITATION EXISTS***The Lirbary of Congress (LOC) intends to negotiate a non-competitively with Information Centre for the Disabled (ITCD), Office 37/408A Bld. 10, MOSCOW, 124460, RUSSIA to provide the National Library Service for the Blind and Physically Handicapped (NLS/BPH) witha Braille Scanner that can recognize braille pages, one-sided or two sided, on paper, plactic (thermoform) or metal plates. This specialized form of optical character recognition and must be able to recognize the raised braille dots on a page and produce an archival quality file. ****NO SOLICITATION EXISTS**** Any questions regardinig this Presolicitation Notice and a copy of the statement of work must be submitted to Arneen Dozier via email at adoz@loc.gov. All responsible sources may submit a proposal which will be considered by the Library of Congress. The Library reserves the right to make an award on the initial award without discussions.****NO SOLICITATION EXISTS*****
