- NASA/JSC has a requirement for crew transportation services including launch,return, and rescue of US or US-designated astronauts and associated services whichinclude the following:Training and training materials for appropriate Soyuz seat certification, individualequipment, medical checks, suppliesLaunch operations, ascent control, and all Baikonur launch site services Transportation for fixed number of crew support personnel to launch site, includinglodging and meals Flight control operations, rendezvous and docking servicesOn-orbit Soyuz consumables, life support systems, and habitability servicesSearch and rescue services, recovery at landing site, medical operations, transportationto Star CityOn-orbit rescue services for duration of increment Rehabilitation post-flight, medical exams and servicesAssociated crew cargo upmass commensurate with seat(s) purchasedAssociated crew cargo returned commensurate with seat(s) purchased Associated crew trash disposed of commensurate with seat(s) purchasedNASA/JSC intends to contract with Roscosmos for these services on a sole source basis fora period up to 4 years and 6 months, through June 30, 2016. NASA/JSC intends to issue amodification to add Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ)provisions to order these services on an as-needed basis (until alternative providersreach full operational capability). These services are being procured through Roscosmosbecause the Soyuz is the only proven crew transportation and rescue vehicle (other thanthe Space Shuttle which is scheduled for retirement in September 2010) currentlycompatible and able to dock to the International Space Station and capable of providingthe needed services. The Government does not intend to acquire a commercial item usingFAR Part 12. See Note 26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon October 31, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
