Description
DRAFT RFP for Research and Engineering Services DE-SO26-08000665 The U.S. Department of Energys (DOEs) National Energy Technology Laboratory (NETL), is issuing this DRAFT RFP for comment. Comments may be submitted through the "Submit Question" button on the opportunity form. Comments will be received through March 18, 2009. NO PROPOSALS SHALL BE SUBMITTED AT THIS TIME. This document is in draft form and changes may be made prior to submission of the final solicitation. NETL intends to issue a Full and Open Competitive Solicitation for obtaining Research and Engineering Services for NETL. The North American Industrial Classification System (NAICS) code for this effort is 541712 with a size standard of 500 employees. The NAICS is provided for use by businesses in determining their appropriate business size. For further information on business size definitions please refer to the Small Business Administration's web site at http://www.sba.gov/services/contractingopportunities/sizestandardstopics/indexgu ide/index.html. The NAICS code is provided for Offerors to correctly identify their business size and for potential subcontracting opportunities under this acquisition. This acquisition is unrestricted and contains no set-aside provisions. All responsible individuals, corporations, non-profit organizations, educational institutions, and state or local Governments regardless of size may submit proposals for consideration once the final solicitation is issued. The general and additional minimum standards for responsible prospective Contractors set forth at FAR 9.1 apply. It is anticipated that a cost reimbursement award containing an award fee provision will be made as a result of this solicitation. The objective of this contract is to support NETLs Office of Research and Development in its implementation of authorized energy research in a manner that: 1) protects the safety and health of the public, the contractor and its subcontractors employees, and DOE personnel; 2) respects and protects the environment; 3) instills public confidence; 4) fortifies and increases the Nations engineering, scientific, and educational foundations; 5) effectively supports DOEs efforts to provide energy security; 6) effectively transfers NETLs technology to U.S. industry and firms. To achieve these objectives, the contractor shall utilize the best available management, engineering, scientific, and research practices from both the Government and commercial sources. A successful contract will enhance performance of NETLs current mission, provide for a robust technology transfer process, and extend NETL research capabilities to better serve future mission needs. NETLs Office of Research and Development (ORD) is responsible for planning and implementation of on-site research programs and stewardship of all associated project-specific and general laboratory infrastructure. NETL ORD research is technically organized into Focus Areas, and conducted within operating Divisions. The research and associated infrastructure is managed and conducted by Federal employees with support from Contractor staff. NETL is the lead research and development laboratory under the Office of Fossil Energy (FE) within DOE, and its activities are designed to accelerate development of energy related technologies to meet the nations needs for reliable, clean, efficient energy systems with minimal environmental footprint. In addition, NETL engages in other research complementary to its mission, including reimbursable work and work for others. The vast majority of DOE FE work done within NETL ORD resides within one of four Focus Areas. These Focus Areas comprise related fields of experience, activity, or knowledge that generally align with one or more of the funding lines that are dictated by Congressional appropriation and make up the DOE FE research program. They provide a technical, rather than administrative, rationale for organizing research, and assist in ensuring that projects are funded from appropriate budget lines. A description of the current Focus Areas can be found on the NETL web site at: http://www.netl.doe.gov/onsite_research/index.html. NETL has initiated an electronic reading room as part of the strategy to provide information that may benefit potential offerors in preparing their proposals. The information is provided to assist the reader in gaining an enhanced understanding of the requirement. The reading rooms may be accessed at http://www.netl.doe.gov/business/solicitations/ssc2008/index.html. The electronic reading room includes a various reference documents including applicable policies, procedures, and documents outlining the operating environment. A FOIA release version of the current NETL support contracts are also posted in the electronic reading room. Offerors requesting a FOIA copy of the current contract will be directed to the reading room to download it from that location. The final solicitation (DE-SO26-08000665) should be available for downloading in late March or early April 2009 on the DOE Interactive Industry Procurement System (IIPS) located at the following internet address: http://e-center.doe.gov. The DRAFT RFP is available for comment only. No responses will be provided to the comments received. This is not a question and answer opportunity. Once the solicitation has been issued, questions may be submitted through the IIPS application. Questions relating to the solicitation are required to be submitted electronically through the question submittal option of the IIPS program once the final solicitation is released. ONLY those questions posted to the IIPS program will be accepted. All responses to solicitation questions will be released on the IIPS Internet page. The solicitation will only be made available in IIPS. This is an electronic solicitation therefore no hard (paper) copies of the solicitation and related documents will be made available. At the IIPS Internet site you will be able to register with IIPS, enabling you to download the solicitation, join the mailing list for the solicitation, and to submit a proposal.
