Description
The Defense Supply Center Philadelphia (DSCP) anticipates issuing a solicitation containing a total of twenty (20) NSNs (19 FSC 7310 items, and 1 FSC 7350 item) covering the M59 A Field Range Outfit & Accessories and the Pan Mess Kit. Solicitation SPM3SD-09-R-0003 will be issued as a Total Small Business Set-Aside acquisition with an expected issue date of January 27, 2010, and an estimated closing date of February 24, 2010. The solicitation will be issued under negotiation procedures in accordance with FAR Part 15. The solicitation will contain an Add/Delete clause by which the Government may elect to add or delete items from the solicitation/resultant contract. Any added items will be similar items within the scope of the solicitation/resultant contract; and will be an accessory to and/or associated with the M59A Field Range and/or the Pan, Mess Kit. The solicitation will result in a Firm Fixed Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract, with an Economic Price Adjustment (EPA) provision with a one (1) base year, with the option to extend the contract for each of four (4), one-year option periods. It is anticipated that the majority of requisitions will be DLA Direct (Stock). However, should any requisitions be identified as Customer Direct (DVD), Fast Pay procedures, with Inspection/Acceptance at Destination shall apply. The required delivery is 60 days. The Government may request accelerated delivery after placement of an order. Evaluation of offers will utilize the Best Value (Trade-off) method. The evaluation factors will be Price and Past Performance. The Contracting Officer will make a comparative assessment of performance risk by considering offerors' past performance scores and evaluated prices; and make an award decision based on the firm who offer represents the best value to the Government. For this acquisition price is of greater importance than past performance. Prospective contractors should have Electronic Data Interchange (EDI) capability. Solicitation will be posted on https://www.dibbs.bsm.dla.mil/ Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dal.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGRISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. *The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. *The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDS and passwords modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
