- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the National Institute of Arthritis and Musculoskeletal and Skin Diseases, intends to negotiate and award a purchase order on a noncompetitive sole source basis to Illumina, Inc., 9885 Towne Centre Drive, San Diego CA.,92121 to purchase single-read cluster generation kits and cycle sequencing kits for the Genome Analyzer Core Facility. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The Genome Analyzer Core Facility is used extensibly maintly by investiators within the Intramural Research Program of NIAMS. This facility operate on a daily basis and needs a constant supply of Cluster Generation and Sequencing Kits to keep roviding the service and support for users. The following cluster generation kits and sequencing kits are being acquired through this order: 1. 10 Single-Read Cluster Generation Kit v4 Catalog #GD-103-4010 # of units - 2 Provides master mixed reagents with high-fidelity extension mix for Cluster Generation on 10 Flow Cells 2. 36 Cycle Sequencing Kit v4 (20 pack) Catalog #FC-104-4020 # of units - 1 Provides kitted master-mixed reagents for 20 runs of 36 bases in a high-throughput, reduced packaging form factor. The sole source determination is based upon the fact Illumina, Inc is the manufacturer and sole source vendor of these reagent kits. The North American Industry Classification System (NAICS) code is 334516, and Size Standard 500 Employees is applicable to this requirement. The Small Business set-aside does not apply. The reference number for this notice is NHLBI-PB-(AR)-2010-260-AMB. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-44. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities in response to this requirement. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-(AR)-2010-260-AMB, may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisition Center, Procurement Branch. Responses must be submitted in writing to the National Heart, Lung and Blood Institute 6701 Rockledge Blvd., Room Suite 6100, Bethesda, Maryland 20892, Attention: Aaron Blackshire.
