- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Photon Physics Group of the Electron and Optical Physics Division, Physics Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Phytron, Inc., Williston, VT, for the purchase of four UHV Stepper Motors (two Phytron Models VSS 57.200.2.5-E-2M-VGPL 52/4-UHV-KTC; one Phytron Model VSS 33.200.1.2-2M-VGPL 32/25-VSS-KLC; and one Phytron Model VSS 43.200.1.2-E-2M-VGPL 42/100-VSS-KLC). Sole Source determination is based on the following: The four UHV stepper motors are replacement and expansion parts required to maintain the performance of NIST's EUV reflectometer. The reflectometer chamber is an ultrahigh vacuum (UHV) apparatus with a complex multi-axis motion system based on UHV compatible stepper motors. This system must be UHV compatible in order to maintain cleanliness of the vacuum of the Synchrotron Ultraviolet Radiation Facility (SURF III) to ensure cleanliness of customer's samples. The first and second motors are replacements for original motors within the system that have become unstable and have compromised the precision and accuracy of measurements made with the system. These two motors are required to make repairs and return the reflectometer to its original operating specifications. The third and fourth motors are for the expansion of capabilities for the reflectometer system. These two motors will be used in a high-torque application (max torque minimum: 1.1 Nm and 12 Nm) with tight space requirements (third motor minimum physical dimensions: motor + gear box body length <80 mm; motor + gear box body dia. <35 mm / fourth motor minimum physical dimensions: motor + gear box body length <150 mm; motor + gear box body dia. <45 mm) in a UHV environment. Phytron, Inc., is the only vendor capable of providing the required UHV compatible stepper motors in order to satisfy the Government's minimum requirements. Phytron, Inc., is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 335312, and the size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by March 23, 2011, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
