Description

The purpose of this special notice is to synopsize the Government's intent to sole source and award to WinEstimator, Inc. The sole source will use FAR 6.302-4: Only one responsible coerced and no other supplies or services will satisfy agency requirements, 10 USC 2304(c)(1) (Brand Name Justification). In compliance with requirements published in AR 420-10 and DA PAM 420-06 (App D); "approved Engineered Performance Standards (EPS) are to be used for all planning, scheduling and measuring the performance of Real Property Maintenance work". The construction industry engineering performance standards guide developed by "RS Means" has been formatted by "WinEstimator" to meet DOD requirements. The US Army Center for Public Works are so convinced of the reliability of the WinEstimator product that it keeps renewing three (3) free licenses for DPW at Fort McCoy each year. Taking the lead from the Army action, the DPW at Fort McCoy uses the program and has a need for a new base plus four option supply contract for an additional nine (9) WinEstimator licenses, for DPW planners. The cited authority is applicable, because it is necessary for DPW at Fort McCoy to maintain continuity of planning software systems.
