- DHS OTS HSHQDC-16-R-B0005, updated through 8/25/2017 The purpose of this amendment to DHS Other Transaction Solicitation HSHQDC-16-R-B0005 is to issue an updated version of DHS OTS HSHQDC-16-R-B0005. The Government incorporated the following changes in the updated OTS: *Eligibility Requirements (Section 4 of the OTS) were updated. *Section 7.5.5 in Section 7 was added to the OTS IMPORTANT NOTE--Interested Parties are STRONGLY ENCOURAGED to review the updated OTS in order to understand the changes in the updated document.
