Description
Signed RDSS NATIONAL AERONAUTICS AND SPACE ADMINISTRATION GEORGE C. MARSHALL SPACE FLIGHT CENTER RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE I recommend that NASA, George C. Marshall Space Flight Center negotiate with Huntsville Emergency Medical Services Inc. (HEMSI), 2700 6th Ave. SW Huntsville AL., as a sole source provider for advanced life support emergency medical services, ambulance transport, and Automated External Defibrillator (AED) program management. The total firm fixed price for this purchase is $125,000 and the period of performance is 12 months. This recommendation is made pursuant to FAR 13.106-1(b), for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1. HEMSI is a not-for-profit emergency medical services provider and the sole provider of these services in the Madison county area. 2. HEMSI has a station in Building 4249 Marshall Space Flight Center, Redstone Arsenal AL 35812. Due to this availability, HEMSI has been the provider of these emergency medical, ambulance transport, and AED program management to MSFC for the last 40 plus years. Therefore, HEMSI has an extensive knowledge and familiarity of the MSFC community. 3. It is impractical to consider an out-of-area provider because emergency medical and ambulance services could not be provided in a timely manner, which increases the risk to the MSFC employees in need of medical attention. Pursuant to FAR 5.201, the proposed action will be placed on the Federal Business Opportunities website (FedBizOpps). The results received in writing will be added to this document by addendum.
