Description
This is a synopsis notice for the furnishing of two (2) Dock Landing Ship (LSD) Slewing Arm Davits, as well as associated engineering and technical services with the Slewing Arm Davits. It is intended to award a Cost Plus Fixed Fee (CPFF) / Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five (5) year ordering period. This contract shall be procured on a sole source basis from Lake Shore Systems, Inc. (LSSI). The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has established a requirement to provide furnishing of two (2) Dock Landing Ship (LSD) Slewing Arm Davits and services, as well as provide services including: training, inspection, material, and labor to explore and resolve any in-service problems associated with all Federal Government owned LSSI, formerly Oldenburg Group Incorporated, hull and deck machinery systems to minimize equipment down time and ensure safe operation of equipment. It is the Government's intention to procure the Slewing Arm Davits and services, utilizing other than full and open competition, from LSSI in accordance with FAR 6.302-1, as only LSSI can meet the Government's requirements. LSSI holds key patents for the Slewing Arm Davits. For the Slewing Arm Davits the original source is the only reasonable source with capabilities to meet the minimum requirements, both technical and schedule to support the program. Therefore, LSSI is currently the only responsible source for this procurement and no other type of supplies or services will satisfy the Navy’s requirements. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
