CONTRACTING OFFICE ADDRESS: US Marine Corps Regional Contracting Office (RCO) 2010 Henderson Road Quantico, VA. 22134 INTRODUCTION: The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking information for potential sources for Professional Genealogy Services. The North American Industry Classification System (NAICS) Code for this effort is: 812990. CONTRACT/PROGRAM BACKGROUND: Contract Number: M000264-16-P-0135 (Previous Award) Contract Type: Firm Fixed Price (FFP) Incumbent and Size: Sandra Peel LLC (Woman-Owned/Minority Small Business) 5679 S. 675 E. Salt Lake City, UT. 84107 Method of Previous Acquisition: Full and Open 1.0 BACKGROUND: The Headquarters, Marine Corps, Repatriation, Casualty Assistance Section, Military Personnel Services Branch, Manpower and Reserve Affairs, (M&RA), has a requirement to obtain non-personal professional services and technical expertise of a genealogist to locate family members of Marines unaccounted for from past wars. The M&RA MFPC Casualty Section is responsible for identifying maternal relatives of Marines unaccounted for from past wars to donate a Family Reference Sample (FRS) for DNA testing. The Contractor is required to provide the labor, supplies, materials, and facilities to assist the Casualty Section in locating family members of over 2560 Marines previously unaccounted for from World War II, upon requests from the Defense POW/MIA Accounting Agency, approximately 149 Marines unaccounted for from the Vietnam War and the Korean War, and to locate family members of Marines previously recovered and identified from the Vietnam War, the Korean War and the Cold War when additional remains are recovered and identified. Marines unaccounted for from World War II will be worked on a case by case basis. 2.0 SCOPE/OBJECTIVES: The objective of this requirement is to locate and provide contact information of at least one maternal family member for approximately 2560 Marines unaccounted for from World War II and approximately 149 Marines unaccounted for from the Vietnam War, the Korean War and the Cold War, for the purpose of Mitochondrial DNA (mtDNA) comparisons, and to locate family members of Marines previously recovered and identified from the Vietnam War, the Korean War and the Cold War, when additional remains are recovered and identified, in accordance with the Statement of Work. The Contractor shall not have direct contact with any relatives of the deceased Marines. MFPC will be the point of contact for any identified living relatives. Paternal relatives will be located as a second choice, for contact, Y chromosome (Y-STR) DNA analysis and Nuclear (Autosomal) (au-STR) DNA analysis. The contractor shall spend no more than 22 hours per case. When it is determined that a case will require more than 22 hours to complete, due to adoption, foster care, etc., the Contractor must notify the Casualty Section representative for discussion and guidance. 3.0. TASKS: 3.1. The contractor will first attempt to find the Marine's Next of Kin (NOK), in accordance with DODI 1300.18. 3.2. The contractor shall report all potential NOK found as a result of the genealogy search. The contractor shall report the NOK's contact information (to include name, address, phone number, etc.) to MFPC. MFPC will contact the family and if it is confirmed they are maternally related, the file may be closed. 3.3. The contractor shall respond with the NOK's contact information as required in paragraph 3.2 (above) within 72 hours of receipt of the request from MFPC. Information attained from the contractor must result in a successful contact with a NOK 90% of the time. 3.4. Should the NOK not be maternally related to the Marine, the contractor shall report NOK contact information to MFPC and proceed to Task 3.2. 3.5. Should an attempt to find the Marine's NOK be unsuccessful, the contractor shall inform MFPC and proceed to Task 3.2 as noted above. 3.6. When either the Marine's NOK is not maternally related or the NOK could not be located, the contractor shall make a reasonable attempt to find at least two living paternal relatives of the Marine. 3.7. Should two living paternal relatives of the Marine be found, the contractor shall report all information to MFPC. Once confirmed by MFPC, the case may be closed. 3.8. When it is determined that only one or no paternal relatives will be located, the contractor shall report all available information to MFPC. Based on information provided, MFPC will make a case status determination. 4.0 PLACE OF PERFORMANCE : Performance will be at the contractor's site: 5.0 PERIOD OF PERFORMANCE : TBD 6.0 SECURITY REQUIREMENTS : Unclassified/Sensitive Actions in support of this effort will be unclassified but sensitive in nature. The Contractor shall not disclose information obtained or generated as a result of this effort without prior approval of the Marine Corps Casualty Repatriation Section. 7.0 TRAVEL: Travel is not authorized. 8.0 GOVERNMENT FURNISHED INFORMATION: The U.S. Government will provide the DODI 1300.18 manual and technical information as required for the implementation of this contract. 9.0 DELIVERABLES AND PERFORMANCE INFORMATION: Task Deliverable Title Deliverable Content Format Due Date 9.1 Report The contractor shall utilize MFPC's standardized spreadsheet to report progress/successful contacts on a weekly basis. Reports shall be submitted on time and be error free 90% of the time. Adobe PDF Weekly 9.2 Report Produce contact sheets with the target family member/member's full name, relationship to the decedent, current mailing address, and current telephone number, if available. Adobe PDF Weekly (As Needed) 9.3 Report Create reports which illustrates the efforts and progress under tasks 3.1 and 3.2 with accomplishments and cite the number of hours worked per case. Extensions will be granted on a case-by-case basis as an exception. Adobe PDF Weekly (As Needed) 10.0 QUALITY SURVEILLANCE AND PERFORMANCE STANDARDS: The Government will conduct quality surveillance in accordance with the Performance Requirements Summary (PRS) below. Contractor performance will be measured against the specific standards and metrics identified in the PRS. The Marine Corps will establish respective quality assurance surveillance plans to track timeliness of reports delivered and identify reporting backlogs.
