- N00164-18-R-JV32-0001 - SOLE SOURCE - REQUIREMENT 0001 - ENGINEERING SERVICES & TECHNICAL SUPPORT - FSC R425 - NAICS 334511 Anticipated Issue Date: 19 OCT 2018 - Anticipated Closing Date: 30 NOV 2018 - 2:00 PM EST SOLE SOURCE PROCUREMENT - Naval Surface Warfare Center (NSWC) Crane intends to issue a Level-of-Effort (LOE) type Job Order (JO) on Basic Ordering Agreement (BOA) N00164-18-R-JV32 once awarded. The BOA will be issued to L3 Communications Integrated Systems L.p., 10001 Jack Finney Blvd, Greenville, TX 75402. Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. This JO is for support of all program phases of the Joint Signal Processing (JSP) System in support of PMA-290 Maritime Patrol Reconnaissance Aircraft (MPRA). This requirement includes engineering support services, phone technical support, program management, obsolescence management, operation on-the-job training (OJT), maintenance training, testing support, and travel (as required 3 years after award of contract). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed action based upon responses to this draft agreement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies interested in subcontracting opportunities should contact L3 Communications Integrated Systems L.p. directly. The Solicitation will not be posted on FedBizOpps, but sent directly to the sole source contractor. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed action is solely within the discretion of the Government.
