Description
The 502d Contracting Squadron at JBSA-Lackland, TX intends to award a single source purchase order to K-Air Corporation and 5413 Bandera Road, San Antonio Texas 78238 under the authority of FAR Part 13.106-1(b)(2). The proposed contract action is for HVAC Replacement. This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of FAR 13.106-1(b)(2), for being a purchase that exceeds the simplified acquisition threshold. The requirement at FAR 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial items conducted pursuant to Subpart 13.5. FAR 19.203(c) are " above the simplified acquisition threshold. For acquisitions of supplies or services that have an anticipated dollar value exceeding the simplified acquisition threshold definition at 2.101, the contracting officer shall first consider an acquisition for the small business socioeconomic contracting programs (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs) before considering a small business set-aside (see 19.502-2 (b)). However, if a requirement has been accepted by the SBA under the 8(a) Program, it must remain in the 8(a) Program unless SBA agrees to its release in accordance with 13 CFR parts 124, 125 and 126." The FAR citing support the circumstances of this contract action deem only a single source 8(a) program contractor is reasonably available to fulfill the stated requirement. Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to lance.watters.1@us.af.mil no later than 1200 hours CST, Monday, 17 June 2019. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued base upon this Notice of Intent.
