Page 2 of 2 The Department of Veterans Affairs, Great Lakes Acquisition Center (GLAC) intends to issue Solicitation 36C252-19-Q-0914 for ambulance services at the Captain James A. Lovell Health Care Center (FHCC). It is anticipated that the RFP will be issued on or around 5 November 2019. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Advanced Life Support (ALS), Basic Life Support (BLS), and Critical Care Transport (CCT) services. The contractor shall make these ambulance services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays. The VA intends to award a single Firm Fixed Price contract for a five-year ordering period. The North American Industry Classification System (NAICS) code for this procurement is 621910. This procurement is set aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: All proposals under this solicitation will be subject to a tiered evaluation that include the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns, with HUBZone small business concerns and 8(a) participants having priority; and (4) full and open competition (unrestricted), which includes large businesses (other than small business concerns). If award cannot be made in any of these tiers, the solicitation will be cancelled and the requirement may be resolicited.
