Description
This is NOT a request for proposal; this is for INFORMATIONAL purposes only to make industry aware of the upcoming requirement.� Response is not required at this time.� The Forest Service Pacific Southwest Region 5 is currently preparing a Request for Proposal solicitation to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The North American Industrial Classification System Code (NAICS) for this effort is 115310. The USDA Forest Service Region 5 has recurring and ongoing requirements for various hazardous fuels reduction services for National Forests within the southern service area:� Cleveland National Forest, San Bernardino National Forests, Angeles National Forest, Los Padres National Forest, Sierra National Forest, and Sequoia National Forest. The Government intends to solicit and award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for hazardous fuels reduction services.� The Government estimates up to five or six contracts will be awarded.� The contracts are anticipated to be for a five year period from the date of the contract award. The Government is acquiring fuels management services to treat vegetation to reduce the risk of wildland fires as well as provide treatments in areas affected by Wildland Fire to reduce burned fuel accumulation of dead standing trees and brush.� Treatments such as hand and mechanical thinning, mechanical cut and bunch of trees for pile burning, brushing, chipping, piling, and fuel break construction have been shown to reduce the risk of wildland fire and reduce the severity of fires that may occur.� Task Orders may include one or more types of vegetation manipulation and treatment including the following: burn unit preparation for wild stands and fuel breaks; treatments to reduce burned fuel accumulation of dead standing trees and brush caused by recent wildland fires in compliance with the terms, specifications and provisions. Specifications may include specialized work to conduct hand and mechanical thinning, mastication, machine piling, mechanical and hand tree felling of various diameters, skidding and yarding of merchantable and non-merchantable material, fire line construction and maintenance, snag felling, branch pruning, hazard tree felling, piling and or removal of logs, cut woody vegetation and or chipping. Work may be performed at any location within the forest boundaries of the Cleveland National Forest, San Bernardino National Forest, Angeles National Forest, and Los Padres National Forest. In order to successfully receive the contract award, offeror MUST be capable of performing all work described in the forthcoming solicitation Request for Proposal. Solicitation posting date is anticipated to be around February� 27, 2019. This will be a 100% Total Small Business Set-Aside competitive procurement. SOLICITATION WEBSITE:� The official solicitation and any subsequent amendments or updates, when posted, will be available free of charge by electronic posting only and may be found at Federal Contract Opportunities website, www.beta.sam.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the offerors responsibility to monitor the website for any amendments or changes to the solicitation. Contractors MUST be registered in the SAM database in order to receive a contract award from any USDA Forest Service activity. Prospective offerors must be registered in SAM prior to award. Lack of registration in the SAM will render an offeror ineligible for award. SAM information at www.sam.gov. Offerors may complete Representations and Certifications online via SAM at www.sam.gov.
