657A4-17-905 Replace Boiler UST RFI Questions and Answers How much of the parking lot will the contractor be allowed to use during this project? Impact of 10-18 parking spots are planned, the facility will support reasonable efforts to provide adequate construction space. How thick is the concrete slab above the existing UST s that will need to be removed? It appears to be 4-6 thick. Unaware if there is reinforcement present. Experience on this campus shows damage is possible due to ground vibrations from excavation and pile driving and extraction.� Who takes responsibility for ancillary damage to utilities outside the area of work?� Damage caused by the contractor due to mismanagement is the responsibility of the contractor. Damage caused due to the instability of infrastructure will be the responsibility of the VA. Protection of utilities is required. Who is responsible for locating the underground utilities.� (fire, water, telephone, fiber steam etc..)? The contractor shall provide a third-party utility locator. Use of VA drawings is allowable. The contractor is responsible for protecting utilities within scope. Is it the contractors responsibility to replace and resurface any remaining asphalt in the parking lot after installation of the new tanks?� If so can that area be quantified? Per the SoW, parking directly above the tanks will be removed as it is not allowed per the physical security design manual. A clean edge/curb/gutter may be required and some patchwork. Total resurfacing of the lot is not required unless there is substantial damage or impact. Quantities can be obtained by taking takeoffs by the contractor, VA will not provide. Does the VA want the new UST s to be covered with a concrete slab?� If so, how thick? The solicitation calls for a concrete cover/cap for the fill/vent/access. A guardrail matching the front entrance will keep vehicles from parking directly above the tanks. Reference VA Physical Security Design Manual requirements. Does the VA want two UST s for the Boilers? The requirement is given in the solicitation for sizing based upon boiler and generator burn rates. 1 or 2 USTs is price, space, and constructability driven. The VA does not care if 1 or 2 tanks are installed as long as the minimum quantity is met. Does the VA require the new UST s to have dual sump access for even return and mixing? This is not a requirement but may be dependent on tank supplier and fuel skid connection. Will there be any parking directly above or adjacent allowed after the installation of the new UST s?� If not, is it the contractors responsibility to install a fence or bollard system to prevent vehicles from parking above them? The solicitation states a guardrail to keep vehicles off. A break in guardrail will facilitate mowing on top of and filling tanks. Parking is allowed around the tank, not above the tank(s). Storage capacity will be based on the boiler plant records for the 10 most demanding days of the year rather than based on the peak capacity of the boilers for 240 hours. �Please confirm. This is subject to the calculations provided. The solicitation states the minimum required capacity and the directive. In lieu of providing an oil water separator we propose using double wall piping with leak detection inside the plant. The piping inside the plant will be stainless steel tubing with a poly cover. Alternately we can provide double wall welded steel piping.� Please advise if this is acceptable? This is not acceptable. Scope of work calls for contractor to provide appropriate fuel to full levels in all tanks.� Fuel prices fluctuate greatly at times, if prices increase above normal anticipated costs will that difference be reimbursable? This is firm fixed price and may not be reimbursable. How many gallons of existing fuel oil will the contractor be expected to remove, polish, deliver and store either on site, or deliver and load into the main hospital generator UST? 1 existing tank is empty (to the best extent possible) while the other remains at operable capacity for emergency requirements. Approximately 15000-16000 are stored. Are there any anti terrorism force protection requirements related to the VHA Physical Security Design Manual required for this project? Yes, there are multiple choices that can be proposed, and the VA will approve/reject in the submittal and shop drawing phase. A guardrail at minimum is required. Are both water and fuel oil leak detectors required at all locations and identified as such on the control panel/alarm panel? Yes, I believe all requirements are listed on the MDNR reference for USTs, posted in the solicitation. Does the VA want the ability to transfer fuel oil not only between the boiler UST s but also to the generator tank? Yes, and the ability to transfer to a surface tank (Tanker truck) to fuel the generator near the campus entrance. This would be an above grade connection of contractor s choice. Is there a requirement to provide a temporary fuel oil tank/pump skid for the generator and/or boilers while the UST for it is replaced? � The contractor shall store existing fuel on site for ready transfer to a tank (no minimum given capacity) so the boiler can start and be refueled as necessary from the contractor storage tank. Specific to the filtration systems, is this requesting a Side Polishing and filtering skid to periodically polish and filter the Boiler UST s?� If so does the VA also want the generator UST fuel Polished and filtered as well?� Does the polish skid need to have redundant pumps and filters and need to be connected to the BMS system and leak detection/alarm system and have a containment system, similar to the boiler fuel oil duplex pump skid? The generator UST does not need to be side polished. The intent is to filter out contamination in the tanks that do not see new fuel or high usage. A filter section before or after the pumps meet intent. Polishing skids are expensive and may inflate costs. Some method of filtering is required. Should the new fuel oil skid pumps be selected to only deliver enough fuel oil to one, two or all three boilers per their specified GPH? The pumps shall be able to provide N+1 operation. This is 2 total boilers. The RFP calls out for the ability of the new system to be able to transfer fuel with the pumps to an external connection.� How many GPM s does the VA want to be able to pump through the external connection?� Typically, these external connection are used to transfer to larger storage/transfer fuel trucks and the pumps that feed the boiler or polish skid are relatively low flow pumps that can transfer maybe 15 gallons a minute.� Usually to transfer greater volume of fuel oil into a tanker is considerably higher.� If the VA wants a higher flow pump to transfer fuel through the external connection greater than 15 GPM s please specify the capacity needed so an appropriately sized pump can be incorporated in the design.� � 1 additional pump shall be provided for external transfer/connection. This can be sized to fill a tanker in 2-4 hours. A small singular pump for external connection is acceptable (on emergency power). Can the VA give a more detailed scope of work related to the Natural Gas Valve and TVSS panel? Installation of a surge suppressor (TVSS) on the panel that feeds the natural gas valve. (The natural gas valve needs a dedicated circuit (E Power). Is the contractor responsible to repaint the trench covers after lead paint is abated from both sides of the covers?� If so what type of paint is required and how many coats? 2 coats of a durable paint suitable for working/walking surfaces. Is the overspray of lead paint in the trench required to be abated off the concrete? If lead paint is known to be present yes, however the quantity is unknown. Who is required to be badged on this project, and what is the badging process? (Section 01 11 00-4) All personnel. Those on site less than 180 days can obtain a visitor badge for the duration. Is it the intent of the VA to install new tanks in the same general location of the existing tanks? Yes. Are there any design documents or A/E qualifications to be submitted as part of the technical submission? Manufacturer Certification and Professionally reviewed shop drawings validating MDNR/EPA requirements (stamped). There is a requirement to provide a unit cost for sq. yd. removal and disposal of contaminated soil, but there is no place on the bid forms for this. Also, it seems unrealistic to price the removal of 1 yard. Is it possible to price a minimum and then per yard beyond? No. The VA requires a unit cost of labor for hazardous material abatement and removal. Provide a basic per yard figure. What local building permits/excavation permits are known to be a part of this project? No local permitting from city. Consult EPA/MDNR for additional UST construction requirements. Are there any known current or previous leaks of tanks? No, these tanks are actively used. Is this project a design/build contract where we are to provide the design and construction of the project due to the lack of Issued for Construction drawings? No Construction with Professional and Manufacturer Shop Drawings for VA Review and Approval prior to installation. Also, there are a number of locations in the solicitation stating we are to provide professional design documents. You must provide as-built drawings. The contractor shall provide shop drawings in full prior to installation. If this is a design/build contract the contract duration 270 calendar days is not sufficient time to provide the necessary design packages with reviews and perform the construction of the project. See answer to question 1 this not design. If this is a bid/build contract, please provide construction drawings that clearly show the construction limits and scope. The SOW covers the scope of this project the drawing is for reference only. Can the site superintendent also serve as the Quality control manager? Yes. Can the site superintendent also serve as the site safety manager? No. The Contractor shall follow the requirements of the Infection Control Risk Assessment.� Privacy and safety training shall be completed by all contractor personnel prior to the commencement of work.� TB and other infectious disease immunization/testing are required.� Flu Shots are required for contractor personnel.�� Where is a copy of the Infection Control Risk Assessment? This is a generic document published by accrediting agencies. Safety will fill this form out with the contractor at the NTP. � Please let us know what documentation will need to be provided regarding TB skin tests and flu vaccines.� Doctors Note validating testing. What if an employee of the contractor has a religious exemption or an allergy to the flu shot? The contractor shall wear a mask at all times if the vaccine is waivered. If the contractor fails to comply, this impacts deliverables and is subject to removal. Is the contractor required to produce stamped drawings on this project? Professional reviewed shop drawings indicating compliance with EPA/MDNR. What is the GPM of the fuel oil pumps? The skid has to be sized for the flow rate of the burner at N+1 demand. Is the contractor to replace only the fuel oil tanks and pumps? Yes, up to the point of interception indicated on the fuel oil train (including piping in trenches). How much piping is to be replaced? All up to the boiler FO isolation valve (new valve on new boiler). Should all underground piping be double containment style? Yes. What capacity is required for the tanks as we do not know the required supply with the existing equipment? The contractor shall submit calculations per the Boiler Plant Directive for capacity based on N+1 Demands of the boilers. For rough order of magnitude, 35000-40000 gallons. Is asbestos or lead abatement required on this project, if so what are the quantities? Lead paint is present on grates. Asbestos is documented in a survey. Exact quantities are unknown. Can a complete scope of work be provided as what was provided is not enough to bid off of? Scope is given, remove and replace size appropriate. Can as-built electrical drawings be provided? Reference Drawings were provided. The Contractor may search our archives, but that is the most that can be found. Does the building automation system need to tie into the fuel oil system? Yes Are the current fuel oil tanks full? 1 is full, 1 is empty.
