Description
SYNOPSIS The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-20-R-6301, for the award of multiple contracts for the design, development, and production of the Medium Unmanned Underwater Vehicle (MUUV). The MUUV will be a modular, open systems, and open architecture Unmanned Undersea Vehicle (UUV). The MUUV will provide persistent surface launched and recovered Mine Countermeasures (MCM) and submarine-based autonomous oceanographic sensing/data collection in support of Intelligence Preparation of the Operational Environment (IPOE) and MCM. Initial MUUV production systems are expected to support Expeditionary MCM Companies. Additional production deliveries are expected to support submarine-based autonomous oceanographic sensing/data collection in support of� IPOE and MCM. The Government intends for solicitation N00024-20-R-6301 to support the Program Executive Office Unmanned and Small Combatants (PEO USC) Unmanned Maritime Systems Program Office (PMS 406) Razorback program, derived from the Navy's Littoral Battlespace Sensing Autonomous Undersea Vehicle (Submarine) (LBS-AUV(S)) effort, and the next generation and the NAVSEA 06 Expeditionary Missions Program Office (PMS 408) Maritime Expeditionary MCM UUV (MEMUUV) system. The solicitation release will be issued announced via Federal Business Opportunities (FBO) at beta.sam.gov and interested parties must comply with that announcement. FBO is the single point of entry for posting of the synopsis and solicitations to the internet. Interested Offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. A final Request for Proposal (RFP) is anticipated to be released fiscal year 2020. SOLICITATION DOCUMENT ACCESS � The MUUV solicitation documents, Bidder's Library, and communications with industry (including Industry Day) will contain controlled information. Offeror are required to have Defense Security Service (DSS) issued SECRET facility clearance, SECRET personnel clearances and SECRET safeguarding capability to gain access to this controlled information. If the offeror does not meet the above criteria, is�interested in attending the Industry Day and�the offeror is a U.S. company please contact Mr. Todd Storley at�todd.storley@navy.mil for further information.� Submissions will be handled on a case-by-case basis. Upon proper clearance approvals by the Government, the Contracting Officer will issue a ""Terms of Use"" letter to the requesting company. The ""Terms of Use"" letter shall be signed and returned to the Contracting Officer and Contract Specialist. Upon receipt of the ""Terms of Use"" letter by the Contracting Officer, the classified or restricted disclosure attachments will be made available in a secure manner to the Offeror so long as the Offeror has met the security requirements detailed. INDUSTRY DAY � Program Executive Office Unmanned and Small Combatants (PEO USC) (Unmanned Maritime Systems Program Office (PMS 406)) and NAVSEA 06 Expeditionary Missions Program Office (PMS 408) hosted an Industry Day to discuss the NAVSEA requirements for the development of the MUUV. The purpose of this Industry Day was for the Government to brief interested Contractors in order to improve Industry's understanding of the MUUV prototyping requirement and anticipated contracting approach. The Industry Day was held in the Washington, DC Metropolitan area 2-3 December 2019.� This synopsis includes the MUUV Industry Day Registration Form to register for Industry Day. The exact address was provided via separate correspondence to pre-registered and confirmed companies only. Pre-registration was required to attend Industry Day. Walk-ups are not allowed.� ONLY CONTRACTORS THAT HAVE AN APPROVED TERMS OF USE (TOU) ON FILE WERE�AUTHORIZED TO ATTEND.� At Industry Day, the Government hosted breakout Industry Engagement Sessions with Industry Representatives that have submitted a response to the Government's Request for Information (RFI).� The Government's RFI and draft Performance Specifications was provided in advance of the Industry Day.� Each company had to complete the Industry Day Registration Form to receive a copy of the draft PSPEC, the Government RFI, to register for the Industry Day Session, and to reserve an Industry Engagement Session.
