- Request for Information (RFI) �Facility Conditions Assessment� � Purpose: The purpose of this Special Notice is to obtain information for the purposes of market research which may inform future requirements and contract efforts. Overview: The FRA requests a system to analytically report budgetary/fiscal requirements for facility conditions assessed at our Technical Training Center located in Pueblo, Colorado.� The system capability must include the ability to calculate operational and maintenance estimates for each facility for both near and long term to allow prioritization of resources for repairs, upgrades and replacements for buildings. What platform is needed for the system? Is there a data migration option? Is the system web-based? Is system/data hosted on site, in a cloud, etc? What is the assessment cost window? 10 years? 5 years? How is the repair/replacement cost assessed for budget years? How is the industry cost increases formulated? � Request: Interested parties are requested to provide white paper responses outlining possible technical solutions, capabilities, and critical cost/schedule drivers related to the above mentioned categories/sub-categories. The cover page of the response shall include the Company Name, NAICS Code, Address, Point of Contact including Phone Number and E-mail Address. There is no specified format for the white papers but they should be limited to 5 pages. Responses: Responses are due by 9:00 A.M. Eastern Standard Time (EST) on Wednesday, February 19, 2020 and should be e-mailed to the Contracting Officer, Brittany.Alvarenga@dot.gov , with the subject line appearing as �RFI - Facility Conditions Assessment.�� Note: Disclaimer: This notice does not constitute an invitation for bids or a request for proposal and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this RFI.
