Sources Sought Notice for Request for Information (RFI) No. Title: BLANKET PURCHASE AGREEMENT FY 2020 Regulatory Development and Other Executive Initiatives Technical Support GSA Schedule: GSA ScheduleGSA MOBIS 874 1 � Consulting Services as primary and 874 7- Integrated Business Program Support Services This sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time. The Government reserves the right to compete any acquisition resulting from this survey among small businesses based on the responses received. We encourage firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19, including 8(a), HUBZone and Service Disable Veteran Owned Small Business to respond to this Notice.� In the case that your firm is not a small business, the Government also invites you to submit a response to this Notice. When submitting your response, please indicate under which Small Business program(s), if any, you meet. The contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are: The contractor must have experience and demonstrated ability to advise, both informally and formally through written and oral communication, and provide technical assistance and demonstrated knowledge of multiple, simultaneous, and often time-sensitive agency regulations and processes; knowledge of the legislation authorizing, appropriating funds, and regulatory analysis for agency programs, analysis of the impact of authorized legislation, Executive Orders, and other triggering events (such as, petitions; court decisions; accidents/incidents; technology; and needs for modernization, streamlining, and reducing burden) on agency programs. The Contractor must have the experience, capabilities and ability to provide analytical support for rulemaking initiatives such as, the collection of public comments, sorting and analysis of comments, preparing comment summaries, tracking dispensation of each comment received, developing summary reports on comments, and assistance with economic and cost-benefit analysis of rulemaking requirements.� This requirement must include demonstrated capability to provide technical support for multiple, simultaneous rulemakings with comments that may number over 300,000 for just one of the rulemakings.� Contractor should also be able to provide user access to a database and Web-based tools for public comments; analyze and sort the content of the comments; prepare comment summaries, and track progress and dispensation of each public comment received. The offeror must demonstrate the capacity to manage public comments using a secure Web-based software product, and provide the agency with real-time access to results of the public comment analysis. The offeror must demonstrate readability public comment analysis and summaries. The Contractor must have demonstrated experience and sample materials demonstrating their capabilities to provide additional regulatory, analysis, and business process support services that may be required for the development and implementation of NPRMs and Final Rules, Executive Orders and technical drafting report criteria, that includes, but is not limited to: 1) revisions to comments; 2) creating crosswalks with the action identified for regulatory change; 3) economic analysis for each proposed rule, if needed; 4) cost-benefit analyses; 5) assistance with developing Paperwork Reduction Act (PRA) packages; 6) assistance with drafting or revising regulation text based on policy decisions provided by the Agency; and 7) other related analyses. Rulemaking process support (e.g., technical editing, meeting support, clearance process support), including but not limited to the following: Editing/drafting support (e.g., development and implementation of an overarching Regulatory Style Guide to ensure that style, grammar, and formatting is internally consistent, as well as consistent with the Federal Register Document Drafting Handbook (FR DDH) (Aug 2019 ed.) and Government Printing Office (GPO) Style Manual (2016 ed.); review of amendatory language and rule/regulatory text for consistency with FR DDH guidelines; checking cross references); Clearance process support (e.g., assistance with compiling and tracking edits and comments received on the Final Rule; implementing/combining edits from multiple authors; document tracking and version control); and Meeting support (e.g., notetaking, documentation of decisions/rationale, live editing of documents). The response must be specific to each of the capability requirements listed above to show that the respondent has the necessary skills and experience.
