This REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Philadelphia Division (NSWCPD) to inform interested parties about the Government's intent in establishing an Other Transaction Agreement (OTA) for Prototype Projects under 10 U.S.C. 2371b with a new or established Consortium to develop and mature technologies in maritime environments. The desired Consortium for this OTA should have the full breadth, depth, ability, and expertise to support high-level technologies as they relate to the DRAFT Maritime Sustainment Technology and Innovation Concepts attached to this notice. NSWCPD is a Department of Defense (DoD) entity responsible for research and development, test and evaluation, engineering and Fleet support organization for the Navy�s ships, submarines, military watercraft and unmanned vehicles. NSWCPD is looking to identify, shape, and secure innovative sustainment solutions to effectively address current and future security threats in maritime environments. NSWCPD seeks maximum collaboration between Industry and the Government to facilitate and encourage critical sustainment technologies and innovations that are not always available or accessible through traditional Government procurement methods. NSWCPD intends to competitively establish an Agreement with a single Consortium, a legal entity whose members will be comprised of both traditional and non-traditional Defense Contractors, and award prototype projects amongst the Consortium. This member-based Consortium model will provide networking opportunities across Industry, academia, and Government stakeholders, allowing greater visibility into Government needs and priorities, and into technological capabilities. The OTA Consortium model specifically allows for enhanced collaboration between Government and Industry. The collaborative nature of this model also creates a longer?term channel for the Government to capitalize on �technology push� by obtaining Industry input and feedback on rapidly evolving technologies. The OTA Consortium model also fosters development of interoperable, modular, open architecture systems and prototypes that permit rapid, flexible technology upgrades and mission reconfiguration. Its emphasis on engaging non?traditional technology suppliers casts a wider net for capturing ideas and innovations. For all companies, the model provides a process to have a voice and the ability to �weigh?in� on critical technology issues and inform Government technology requirements. The OTA Consortium model also establishes a mechanism for creating technology transition partnerships between small technology innovators and large system integrators. If a Consortium Agreement is issued as detailed in this RFI, it will be in accordance with 10 U.S.C. 2371b and will not be issued pursuant to 10 U.S.C. 2304 or any Federal Acquisition Regulation (FAR) based policy. However, the information provided in this RFI is intended to relay the Government�s intent on using competitive procedures to the maximum extent practicable. SUBMISSION OF RESPONSES: Interested parties should provide feedback regarding the abilities to meet the DRAFT Maritime Sustainment Technology and Innovation Concepts. Also, interested parties can provide information, within the stated page limit, that may help inform the Government on a better path forward for this potential OTA. Information from Industry is requested to help NSWCPD inform the way forward, with a focus on the following areas: DRAFT Maritime Sustainment Technology and Innovation Concepts Respondents are invited to provide information related to their capabilities to fulfill/address/contribute to the listed maritime sustainment technology and innovation topic areas. Respondents are requested to specifically address experience working in these maritime sustainment technology and innovation topic areas. Could your Consortium offer additional capabilities that the Government did not include that may be beneficial to the mission effectiveness of the Navy and are there any particular topics contained in the DRAFT Maritime Sustainment Technology and Innovation Concepts that you believe are troublesome? If so, why? Respondents are also encouraged to provide feedback outside of just Industry�s capabilities that the Government is interested in as detailed in the DRAFT Maritime Sustainment Technology and Innovation Concepts. DRAFT Request for Consortium Agreement Respondents are requested to specifically address advantages/disadvantages they see working with an OTA. Questions they have relative to working with an OTA. Under what conditions or circumstances would Industry participate in an OTA Consortium model? What barriers does Industry see in working with the Navy in an OTA Consortium model? For example, are there any legal, or intellectual property rights implications? What are the potential advantages and drawbacks to the structure of the OTA, specifically as it concerns the number and value of projects to be awarded within the Consortium, the time frame for the awards to be made and work to be accomplished, and how work is solicited (i.e. annually at set times versus ad-hoc as needs arise)? Respondents are also encouraged to provide any additional feedback to the Government�s DRAFT Request for Consortium Agreement. Responding statements are not to exceed ten (10) pages in length. Responses shall be in electronic format (Microsoft Word or PDF preferred). �A cover page for the response shall be included, providing the company name, address, DUNS Number, Business Size/Organization Type (Large, Non-traditional, Academia, etc.), CAGE Code, and points of contact (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count. NSWCPD will only accept unclassified, electronic submissions. Responses shall be sent to Contract Specialist Michael D�Elia at michael.delia@navy.mil with the subject line ""RFI NSWCPD OTA for Maritime Sustainment Technology and Innovation"". All responses must be submitted by no later than 4:30 PM EDT on 26 May 2020. To facilitate communication on both scientific and administrative matters relating to this Announcement, please send all technical and administrative questions and inquiries to michael.delia@navy.mil. DISCLAIMER: This RFI is for information only and does NOT constitute a Request for Consortium Agreement. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting agreement proposals. The Government does not intend to award an OTA on the basis of this announcement alone. This RFI Notice is issued solely for conducting market intelligence in accordance with the DoD OT Guide and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Proprietary information, if any, shall be minimized and MUST BE CLEARLY MARKED. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. No sensitive or classified information shall be discussed. Foreign-owned, controlled, or influenced firms are advised that security restrictions may apply that may preclude their participation in these efforts.
