Description
The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate with BD Biosciences, 2350 QUME DR., San Jose, CA 95131, (a small business) on an other than full and open competition basis for the renewal of FACSymphony A5 Service Maintenance Agreement, quantity - 1 each, SAPPHIRE 488-400 Blue Lsr., quantity - 1 each, MPB 628-200 Red Lsr., quantity - 1 each, OBIS 405-100 LX Violet Lsr., quantity � 1 each, MPB 532-1000 SORP Green Lsr., quantity � 1 each, G4 355-60 UV Lsr., quantity � 1 each, and High Throughput Sampler, quantity � 1 each.� This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. �This will be awarded as a firm-fixed price type of purchase order. Delivery to Bethesda, Maryland 20892 with the period of performance of June 1, 2020 - May 31, 2021.� The National Institutes of Allergy and Infectious Disease (NIAID) of the National Institutes of Health (NIH) has a sole source requirement for maintenance services that will cover all flow cytometers and related equipment (LSRs, HTSs, Arias, and lasers) that are used for the detection of fluorescently-labeled antibodies specific to immune system cell subsets to detect T cell responses in HIV- and SIV-infected samples.� This data will be used to determine the subset-specific T cell responses in the pathophysiological disease state of HIV and in an HIV specific vaccine setting. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible.� THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources who can provide the required Flow Cytometry Service Maintenance may submit a response that could be considered by email (subject line to reference NIAID-NOI-20-2024356) to Shayla Wilson at shayla.wilson@nih.gov, by 1:00 pm eastern standard time Tuesday, May 26, 2020. �All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above specifications described herein.� �All responses received by the closing date of this solicitation will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
