Description
The United States Section of the International Boundary and Water Commission (USIBWC), has a requirement for a firm fixed price, non-personal services contract for the operation and maintenance (O&M) of the South Bay International Wastewater Treatment Plant (SBIWTP) and facilities located in San Diego County, California.� The Contractor shall provide, all labor, material, management and other resources required to perform full-service O&M of the SBIWTP and South Bay Land Outfall (SBLO). Full service operation and maintenance is defined as complete facility operation and maintenance, including but not limited to providing day-to-day contract management, planning, supervision, administration, personnel; plant influent and effluent sampling and laboratory testing; equipment operation, maintenance, servicing, repair and replacement; system monitoring and operation; data recording, markups of plant as built, management and reporting; quality control; capital improvements; vehicles and vehicle fleet management, operation, maintenance and repair; housekeeping; grounds maintenance; consumable supplies including chemicals, and other services related to the operation and maintenance of the SBIWTP.� The SBIWTP is a twenty-five (25) million gallon per day (MGD) wastewater treatment plant located at 2995 Clearwater Way, in San Diego, California, San Diego County, north of the International Boundary, and near the intersections of Monument and Dairy Mart Roads.� The Construction of the plant�s advanced primary treatment phase was completed on September 27, 1997 and the construction of secondary treatment phase was completed on January 2011.� The plant is treating wastewater originating in Tijuana, Baja California, Mexico and the SBIWTP is operated under the authority of the United States Section, International Boundary and Water Commission (USIBWC).� An average of twenty five million gallons per day (25 MGD) of effluent is being discharged through the South Bay Ocean Outfall (SBOO), and is subject to the requirements of the National Pollutant Discharge Elimination System (NPDES) Permit, Permit Number CA0108928, Order Number R9-2014-0009; the California Regional Water Quality Control Board (CRWQCB) Monitoring and Reporting Program, Number: R9-2014-0009; and the California Ocean Plan.� There will be a thirty (30) day transition period from September 1, 2020 to September 30, 2020. The Contract will consist of a Base Year from October 1, 2020 through September 30, 2021 plus four (4) one-year option periods.� This will be an unrestricted procurement under the NAICS code 221320 (Sewage Treatment Facilities), size standard is $20.5 million. Amendment 0001�to highligh key dates found in section L.01 of the attached solicitation. (a) All potential Offerors are invited to attend a Pre-Proposal Conference to be held at the USIBWC, 2225 Dairy Mart Road, San Ysidro, CA 92173 at 09:00 AM PST (10:00 AM MST) on May 7, 2020. (b) Names of individuals who plan to attend must be furnished on or before 09:00 AM PST (10:00 AM MST), on May 6, 2020 by email to the CO, Philip Johnson at Philip.Johnson@ibwc.gov . (c) Due to time, distance, and cost associated with the Pre-Proposal Conference, prospective Offerors who fail to attend on the scheduled date will not be given a further opportunity to do so. While attending the site visit all vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted. (d) The purpose of the conference is to provide prospective Offerors, subcontractors and suppliers an opportunity to observe and evaluate project conditions; to present questions arising during preparation of offers; to discuss procedures and other matters anticipated to arise during operation and maintenance of the SBIWTP; and to obtain other information. (e) Offerors are urged to submit questions in writing, in advance to the email listed above, referencing the solicitation number RFP 191BWC20R0002. Answers will be prepared and discussed during a question and answer period at the conference. Questions shall be submitted to arrive at the aforementioned not later than 10:00 AM PST (10:00 AM MST) on May 6, 2020.
