Description
This requirement is posted on GSA eBuy under SIN 541380, Testing Laboratory Services. Responses for this requirement must be submitted via instructions posted on GSA eBuy.� The purpose of this acquisition is to provide technical support services necessary for the execution of Surface and Upper Air Division's (SUAD) mission. Essential to National Weather Service's (NWS) surface and upper air observing programs is the operations and maintenance of a state-of-the-art meteorological laboratory and facility for the evaluation and life cycle support of equipment and software used to make meteorological observations. The Sterling Field Support Center (SFSC) is a unique work environment that requires workers to understand multiple aspects within the overall work place; as such, flexibility is key to success. Tasking for the SFSC originates in several functional areas, of these, program related and areas specific to the SFSC. It is important to note the non-programs related functions are critical to carrying out program- related support. . The programs supported are Cooperative Observing Program (COOP), Upper Air, Surface Observing and Shipboard observations programs. The SFSC has three calibration laboratories and one environmental chamber laboratory. The calibration laboratories include a Pressure, Hygrothermometer, and Wind Speed Laboratories. The environmental chamber laboratory includes a couple large walk-in, Similitude, and Salt/Fog chambers. These laboratories are critical to the success of the SFSC test program. The SFSC requires support for the Operations of the Calibration Laboratories to include maintenance, calibration, development of Standard Operating Procedures and Quality Assurance Plan to ensure that test equipment and laboratories are in compliance with ISO 17025 standards. Furthermore, the SFSC requires support in their efforts in standing up the Quality Management and International Support branch which will include developing quality assurance program to support the facilities test programs and laboratories operations to become compliant with the requirements for the World Meteorological Organization (WMO) Regional Instrument Centers (RIC) standards. Support is required to assist the government with developing and maintaining state-of-the-art facilities dedicated to advancing observing technologies and processes.
