- Network Contracting Office 08 (NCO 08) has a requirement for Cleaning and Disinfection Services at the Orlando VA Healthcare System (OVAHCS) in response to the COVID-19 pandemic. We anticipate multiple Blanket Purchase Awards (BPA) with fixed-priced line items with a base performance period of 3-months and one option performance period of 9-months. The solicitation will be issued electronically to the System for Award Management (SAM) website under Contract Opportunities at https://beta.sam.gov/ on or about May 15, 2020. Contractors must be registered in SAM prior to contract award. Therefore, offerors are encouraged to register prior to the submittal of quotations. To be eligible for an award as a SDVOSB or VOSB, an offeror must be registered and verified with the Center for Verification and Evaluation (CVE) on Vendor Information Pages (VIP) at Center for Verification and Evaluation (CVE). The Small Business Administration (SBA) size standard for the North American Classification Code (NAICS) 561720 is $19.5 Million. No phone, fax or email inquiries will be taken for this Pre-Solicitation Notice. TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS: The solicitation will be issued as tiered evaluation for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, or in the alternative, a tiered evaluation for Veteran-Owned Small Business (VOSB) concerns, or in the alternative, a set-aside for other small business concerns with Historically Underutilized Business Zone (HUBZone) small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited.
