All questions that result as of the release of the sample project shall be provided to the contracting officer by 4 PM est. �April 7,2020. No other questions will be allowed after that date. d. A revised sample project will be provided. To receive password for revised sample project offerors must destroy any and all copies of sample project and provide signed form Attachment A,� ""Agreement to Destroy""; included in attachments, to the Contracting Officer by email. c. To receive password for revised sample project , Offerors must also provide completed Attachment B, ""Document Security"" form included in attachments. d. This solicitation includes Sensitive But Unclassified (SBU) building information. SBU documents provided under this solicitation are intended for use by authorized users only. In support of this requirement, GSA requires bidders/offerors to exercise reasonable care when handling documents relating to SBU building information per the solicitation. e. Solicitation is here by extended from March 3, 2020 to April 7, 2020. Proposal response time remains unchanged. f. FAR 52.228-1 Bid Guarantee is not applicable to award of this contract because the minimum guarantee is only $1,000 for the BASE. Please disregard Section I.F. FAR 52.228-1 Bid Guarantee.� The Offeror is referred to 11.B. Proposal Format -� �NOTE: The contractor shall provide a letter from its bonding company certifying their bonding capacity up to 100% of the estimated total contract value in lieu of a Bid Bond. c. ���Revised drawings for the sample project�are hereby provided and made a part here of. d. �Proposal response date is hereby extended for February 12, 2020 to February 19, 2020. �The responded time remains unchanged at 1 :00 PM (est). � e. � Responses to questions received are provided for clarification as follows: 1.�� ��Projects shall have a minimum value of $500,000. On-going project(s) must be at least 75% complete as of April 1, 2020 please disregard the 2019 date requirement. 2.�� � Submission should be in an 8 1/2� x 11� bound format and should be organized to correspond with the evaluation factors listed Electronic submission should be submitted via email to leslie.smalls@gsa.gov. Only electronic submissions will be accepted. 3.�� �Solicitation page 7/36 states that �the submission should be in �. 12 point type-size�. However, additional solicitation sections (i.e. pages 8/36, 9/36 and 11/36) state that font must be �no smaller than 10 point type-size�. � For clarification purposes, �the 10 point type-size font �is permissible throughout the entire submission. 4.�� � Factor 3: Management Plan, paragraph 3 (page 10/36) requires offerors to submit a proposed project schedule and accompanying narrative. Is the accompanying narrative excluded from the page limit for the factor, or only the schedule itself, i.e. only the Gantt Chart is excluded? Response: �The schedule can be excluded from the page limit.� 5.�� � Solicitation page 7/36 states that �the submission should be in �. 8 �� x 11�� We request that the Government consider allowing 11 x 17 pages for the Gantt Chart required by Factor 3: Management Plan, paragraph 3 (page 10/36) in order to allow for increased readability. 6.�� �Response : The larger sheet size will be acceptable.� 7.�� �Is GSA able to provide a desired period of performance for the Sample Project? Response: � The intent is for the contractor to tell the government how long it would take them to complete the project. It is designed to review your scheduling skills and efficiency/productivity at the same time.� 8.�� � II.D, Technical Proposal, Factor 1: Prior Experience, paragraph 1 (page 7 of 36) states that �On-going project(s) must be at least 75% complete as of April 1, 2019 to be considered for evaluation.� Given the likelihood that a project that was 75%+ complete as of April 1, 2019 might be 100% (i.e. not on-going) as of the submittal of offers, we request consideration that this requirement be extended to allow for projects that are 75% complete as of April 1, 2020. April 1, 2020 is acceptable for the change.� 9.�� �Solicitation section II.C Price Proposal, paragraph 1.2 (page 7 of 36) states that the Price Proposal must include �Detailed Price Proposal (Contract Price Form) for the Sample Project.� Additionally, the SBSA DB Agreement, section II.B, Contract Price Form (page 6 or 44) states that � Price Proposal Offer Sheet, for the Sample Task Order, will be attached to the SF1442.� However, the SF1442 only includes a price structure in support of the MATOC has a whole and therefore we request clarification as to if it is the Government�s intention to release the Contract Price Form. Response:� A pricing sheet will be provided. �� �All other terms and condition remain �unchanged. � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �AMENDMENT 0001 a. Amendment 0001 is hereby issued to add the sample project to the solicitation. b. Courthouse Sample project - New Judges Chambers Specification, Sample Drawings dated 2019.11.6 and Wage Rates GA20200134 01032020, are added to the solicitation. c. No site visit will be hosted for this solicitation. d. Response date and time remains unchanged. e. All other terms and condition remain unchanged. __________________________________________________________________________ � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � Solicitation (1) This Solicitation is set-aside for Small Businesses in accordance with FAR 19. This Solicitation sets forth requirements for proposals for a Contract to construct the Project described in the attached Agreement. Proposals conforming to the Solicitation requirements will be evaluated in accordance with the Method of Award set forth herein. The Government will award the Contract to the selected Offeror, subject to the conditions set forth herein. (2) Neither the Solicitation nor any part of an Offeror's proposal shall be part of the Contract except to the extent expressly incorporated therein by the Contracting Officer. (3) The Offeror's proposal submitted in response to this Solicitation shall constitute a firm offer. No contract shall be formed unless and until the Contracting Officer has countersigned the SF 1442 submitted by an Offeror, and delivered to the Contractor a copy of the SF 1442 with original signatures together with the Agreement reflecting the Offeror's proposed prices.
