Synopsis of Proposed Contract Action This is a Synopsis of Proposed Contract Action under FAR Part 15 Contracting by Negotiation. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSALS. The associated North American Industry Classification System (NAICS) code is 334511 with a size standard of 1,250 employees. The Government requires the production, integration and installation of a Wideband Radome (WBR) and Shroud for integration onto the existing F-16C/D Block 30-52 aircraft equipped with the AN/APG-83 Active Electronic Scanned Array (AESA) Fire Control Radar (FCR) with minimal to no structural, electrical, or environmental system modifications. The Government intends to negotiate a sole-source contract with: General Dynamics Mission Systems (GDMS) 150 Johnston Road Marion, VA 24354 Under the contemplated contract, the Government requires various quantities of the following items: WBR that enhances the F-16C/D AN/APG-83 AESA FCR systems' ability to detect, track, and identify air and ground targets. The radome will also conform to Northrop-Grumman�s electrical specifications defined for the AN/APG-83 AESA FCR. WBR Shroud that works with the radome to support the F-16C/D day or night, and all-weather Air-to-Air, Air-to-Surface, Synthetic Aperture Radar (SAR) ground mapping, and Electronic Warfare and Protection operations. The Shroud must integrate with the the WBR and meet classified signature reduction properties for the F-16C/D aircraft. The use of any other WBR would require excessive duplication of�costs in terms of development, radar integration and qualification, and would fail to meet the USG�s schedule requirements.� GDMS is currently on contract for integration and qualification efforts with the USG by way of subcontract to Northrop Grumman on the AN/APG-83 AESA radar contract.� Additionally, based on the nature of development efforts conducted by GDMS, the USG does not maintain rights in data to distribute technical or software data to support competition with the WBR design.� � All inquiries should be sent by email to Amanda.VanHorn@us.af.mil and Deanna.Kerkhoff@us.af.mil. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show celar and convincing evidence that competition would be advantageous to the Government in future procurements. Reponses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date of 31 August 2020. A Justification & Approval will be attached to the subsequent Notice of Award.
