Description
Offerors are instructed to acknowledge all amendments in their quote. The due date for quotes remains 9:00am (EDT) on Tuesday, May 26, 2020. No extension is provided.� Offerors who submitted responses early may provide any applicable disclosures separately.� ***The FAA�amended the subject RFQ as follows: 1. AMS Clause 3.6.4-5�Steel and Manufactured Products (July 2010) will apply to any resulting order.� The Buy American Act (49 U.S.C. � 50101 and 41 U.S.C. ��8301�8305) and associated AMS Guidance applies to this procurement.� Any exclusions or proposed exceptions will be reviewed by the FAA after proposals are received.� If you choose to propose a manufactured product that is not manufactured in the United States, you do so at your own risk and you must disclose that manufactured product pursuant to the clauses in the RFQ. ���� ***The FAA�amended the subject RFQ as follows: OFFERS ARE DUE NO LATER THAN 9:00am (EDT) on Tuesday, May 26, 2020. AMS Clause 3.6.4-2 Buy American Act - Supplies (April 1996) will apply to any resulting order.� ***The FAA amended the subject RFQ as follows to include: 1. Additional AMS clauses (Below) 2. Responses to questions (Attachment E)� Additional Clauses: The resulting Purchase Order will include the clauses listed below. Offerors may obtain full text at:�https://fast.faa.gov/contractclauses.cfm� 3.2.2.5-1 Terms and Conditions - Simplified Purchases (Services and Supplies) (July 2019) 3.6.1-7 Limitations on Subcontracting (July 2017) 3.6.1-15 Post-Award Small Business Program Re-representation (October 2019) The Federal Aviation Administration (FAA) requires a battery emulator module that can supply or replicate realistic power input from multiple power sources including, but not limited to batteries, generators, or hydrogen fuel cells. Additionally, the FAA will test multiple motors at a single time, and the module must supply power to three (3) units under tests (UUT), a minimum of 700kw of total power consumed. Each module must meet the exact specifications in the attached Statement of Work. The Contractor must fabricate the modules at the contractor location then deliver them to the William J. Hughes Technical Center in Atlantic City, NJ. The FAA will not pay for any information received or costs incurred for preparing responses to this announcement. This procurement is set aside for Small Business Concerns in accordance with AMS Clause 3.6.1-1. The North American Industry Classification System (NAICS) code for this requirement is 335999 All Other Miscellaneous Electrical Equipment and Component Manufacturing with a size standard of 500 Employees. All potential vendors must be registered in the System for Award Management (SAM) website (www.SAM.gov) for consideration of this award. The FAA anticipates awarding one Firm Fixed Price purchase order to the lowest price, technically acceptable quote. Technically acceptable quotes will: Provide a specifications document for modules matching exact specifications in Section 3.1 Specifications of the attached Statement of Work (SOW); Meet all delivery requirements in Section 3.2 of the SOW; and �Provide a firm fixed price quote for the module as specified in the SOW. NOTE: Delivery must be included in the price provided. Please review the attached AMS Clauses (Attachments B, C, and D). Any subsequent award will incorporate these clauses. The offeror must complete the representation in Section C of 3.6.4-24 Covered Telecommunications Equipment or Services- Representation (Attachment D) and include the completed representation in its response. NOTE:� The offeror is not required to complete the representation in 3.6.4-22 if the offeror represented that it does not provide covered telecommunications equipment or services as part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument in provision 3.6.4-24 Covered Telecommunications Equipment or Services � Representation.
