Description
Notice of Intent: Naval Information Warfare Center (NIWC) Atlantic intends to award a sole-source contract to Eurofins Eaton Analytical, Inc. located at 110 S. Hill Street, South Bend, IN 46617 for the sampling and analyzation of drinking water from all NIWC Atlantic (Hampton Roads) facilities. The sole-source contract is for the contractor laboratory to sample drinking water from all NIWC Atlantic Hampton Roads facilities for all chemicals regulated by the Safe Drinking Water Act (SDWA) and for chemicals identified in the Unregulated Contaminant Monitoring Rule (UCMR) 4. This is a large data collection/analysis effort. The Virginia Department of Environmental Quality (VDEQ) certifies each laboratory as qualified to run certain analytical methods for certain chemicals. A list of laboratories certified for any analytical method was reviewed on the VDEQ website. Each laboratory�s certification(s) were reviewed to determine which methods were certified in comparison to Eurofins Eaton Analytical. The following characteristics make Eurofins Eaton Analytical, Inc. uniquely qualified to perform the sampling and analysis of NIWC Atlantic Hampton Roads drinking water: 1 - Eurofins Eaton Analytical Inc. holds the most Virginia Department of Environmental Quality analytical methods certifications compared to all other laboratories who hold VDEQ methods certifications. This allows for most samples to be analyzed by Eurofins minimizing subcontracting to multiple laboratories. Having a majority of water samples collected and analyzed by one lab improves results reporting accuracy and minimizes error. The authority for soliciting from a single source is FAR 13.106(b)(1). The Government anticipates the award of a Firm- Fixed-Price purchase order. NAICS Code 541380 Testing Laboratories. The proposed contract action is for services for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-2. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
