Description
This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Medical Center, located in Battle Creek, MI. An Invitation for Bid will be issued on Contract Opportunities (beta.sam.gov) website on or about June 29, 2020 for construction project no. 515-18-107 entitled ""Correct Water Distribution Deficiencies Legionella"" at the Battle Creek Medical Center, 5500 Armstrong Road, Battle Creek, MI 49037. This announcement is a 100% Set Aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the contract documents, plans, and specifications, a summary of which is provided below: The project will include general construction and alterations for necessary removal of existing structures and construction to correct water distribution deficiencies associated with Buildings 3, 14, 22, 39, 82, 83 and 84 on the Battle Creek, Michigan VAMC campus and the off-campus TR Houses located on Michigan Avenue and Capital Avenue. Work shall include but not be limited to: All labor, material, equipment and supervision to perform the required mechanical and electrical and communications and interior design construction work on this project, including tie-ins, ceiling, wall and floor repair and finishes as necessary. Installation of water treatment systems, along with re-piping and re-insulation where necessary. Installation of continuous temperature, pH and chlorine monitoring points at multiple points in each building. Installation of continuous circulated looped systems for hot water in each building. Replacement of various faucet and shower fixtures. Elimination of unused plumbing fixtures and dead-end piping runs. Installation of test ports at main locations and various faucets and showers. Work will require testing and abatement of asbestos containing material, testing and limited removal of lead based paint, coordination with occupied buildings, weekend and/or after-hours work, isolation of the potable water system in certain areas/buildings, work around existing potable water equipment which shall not be taken out of service longer than periods outlined in the specifications, sole source/brand name only purchases, brand name or equal purchases and other requirements not listed above but defined in the construction documents. Phasing, shift work and weekend work restrictions are part of this contract and are outlined in the specifications for the project. All contractors are required to complete the VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access or Use to VA sensitive Information, A copy of the signed training must be submitted to the COR and uploaded into the VA Talent Management System (TMS).Period of Performance: 462 calendar days after receipt of the Notice to Proceed. The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction and size standard $39.5 million applies. In accordance with VAAR 836.204, disclosure of the magnitude of this construction project is between $2,000,000 and $5,000,000. The Government intends to award a Firm Fixed Price Contract. This notice is for informational purposes only and is not a request for submission of offers. As authorized by FAR 5.102, solicitation dissemination is limited to an electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge only from the Contract Opportunities website; the due date shall be specified in the solicitation. Further details of all dates and events, including site visit and bid opening dates, will be available in the solicitation. Contract Opportunities is the only website where official bid documents will be made available. All interested bidders (prime contractors & subcontractors) should register at Contract Opportunities so that others will know of your interest in participating in this procurement. A bidder's list is not maintained nor distributed by the Contracting Officer, as it is the bidder's responsibility to register at the Contract Opportunities website. Bidders are advised that they are responsible for obtaining all bid documents, and acknowledging any amendments, and re-visiting the Contract Opportunities website periodically to check for any changes to this announcement or pending solicitation. Prospective contractors shall complete electronic annual representations, and shall be registered in the System for Award Management (SAM) at http://www.sam.gov, and shall be verified in the VetBiz Registry Information Pages offering as an SDVOSB OR VOSB concern prior to submitting an offer, and shall have on file a current and complete VETS4212 report at http://www.dol.gov/vets/vets-100.html (if applicable). No other information regarding scope, dates, etc. is available until issuance of the solicitation.
