General Information: This is an RFI as defined in FAR 15.201(e) to ascertain whether a commercial item exists that provides the capabilities described herein. �� This RFI is issued solely for information and planning purposes and does not constitute a solicitation.� All information received in response to this RFI will be treated as business confidential information.� Nonetheless, submitters should properly mark their responses if the information is confidential.� Responses to the RFI will not be returned.� Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Responders are solely responsible for all expense associated with responding to this RFI. � RFI Response and due date: 20200730 Instructions to Responders: � Responses from all capable and qualified sources are encouraged to respond to this request.� � White papers should adhere to the following formatting and outline instructions: 1.�� All submissions shall be made electronically and be in one of the following formats: Microsoft Word or Adobe PDF. 2. Cover Page (1page) Title Organization Responders technical and administrative points of contact (names, addresses, phone, fax number and email addresses) Topic area(s) addressed 3.�� Completed Attachment 1 and Attachment 2.� Please note that the response shall provide sufficient technical data to determine how you fully meet the requirements as specified in Attachment 2.� Please note that responses are due no later than 20200730, 14:00 PM, Eastern.� The preferred method of submission is via email.� The point of contact for this action is Roberto Gonzalez, Contract Specialist, roberto.a.gonzalez-echeverria.civ@mail.mil. Only electronic responses are requested.� No evaluation letters and/or results will be issued to the respondents.� At this time no solicitation exists; therefore, please do not request a copy of the solicitation.� NO PHONE CALLS PLEASE.� It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis. � Background/Overview: � This is a Request for Information (RFI) notice for hearing protection devices. This is NOT a Request for Proposal and no award will be made as a result of this request. This notice serves as market research in accordance with FAR Part 10. All interested companies are encouraged to respond to this notice. The Government will not pay for information and materials received in response to this notice and is not obligated by the information received. This RFI announcement is to conduct market research for commercial hearing protection devices. U.S Army Medical Research Acquisition Activity (USAMRAA) is issuing this RFI on behalf of the Department of Defense Hearing Center of Excellence (HCE). The HCE is working to compile a list of commercially available hearing protection devices, including passive linear and non-linear earplugs, passive earmuffs, electronic level dependent earplugs and earmuffs, communication headsets that provide hearing protection, tactical communication and protection devices, and active noise reduction devices.� These devices should be commercially available. Also being sought are test data and/or reports demonstrating the performance of these devices. The results will be used to update data information products that the HCE provides to serve as a reference for military personnel seeking to procure hearing protection devices.� Existing information and knowledge products can be found here: https://hearing.health.mil/Prevention/Evaluated-Hearing-Protection-Devices.� The Hearing Center of Excellence is seeking manufacturers to provide the following information on commercially available hearing protection devices: Product Name Available Sizes and part numbers NSN, if issued A URL to product information, if available Passive continuous noise attenuation (preferably measured in accordance with ANSI S12.6, Method A), in octave bands, including mean and standard deviation values Total attenuation (for electronic level dependent or ANR systems) (preferably measured in accordance with ANSI S12.6 and ANSI S12.42), in octave bands, including mean and standard deviation values Impulse noise attenuation (preferably measured in accordance with ANSI S12.42), including mean and standard deviation values Auditory localization performance (preferably measured in accordance with ANSI S3.71, Method 2), including mean and standard deviation of angular error at each azimuth location, and the percentage of front back reversals What else? � Partial results are acceptable.� Data from independent test laboratories with National Voluntary Laboratory Accreditation Program accreditations in the referenced standards are preferred. SUBMISSION INSTRUCTIONS: Interested companies shall review the information above before submitting their response. Companies shall be responsible for all costs associated with preparing a response to this RFI. Please include the following information in your response: A. An EXCEL spreadsheet listing device names, sizes, part numbers, NSNs (if available), and a URL to product information (if available) (see attachment 2 example) B. Any written reports (PDF, or WORD document) including referenced test data. C. Company Name, Street Address, and Points of Contact to include name; e-mail, and telephone number. Please include, if available, your CAGE code and NAICS code(s) as well as any GSA Contract(s) the company currently holds hearing protection devices. (see attachment 1) Telephone requests for additional information will not be honored. � � � � �
