Description
NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED: Occupied space located within the premises of Moore Air Base are: Building 6407 Main Office; MFF Break Room Trailer; Building 6418 Mexican Fruit Fly; Science and Technology buildings 6414, Building 6403 Quarantine; Building 6408, Building 6415, Building 6411, Building 6412, and Building 6410 portable building are cooling occupied environments with equipment that recirculates cooled air. Recirculated air allows for transmission of airborne pathogens within an occupied environment. The identified sites will require installation of a Bi-Polar Ionization units designed to destroy pathogens, viruses, and allergens at the source. The ionization units will get installed at each air handler. A DESCRIPTION OF THE SUPPLIES, EQUIPMENT, OR SERVICES REQUIRED TO MEET AGENCY NEEDS (INCLUDING THE ESTIMATED VALUE OF THE ACQUISITION INCLUSIVE OF OPTIONS): Provide and install BiPolar Ionization units for eliminating air borne particulates, odors an pathogens. Units include: *Global Plasma Bipolar Ionization Unit, *Transformer & Electrical Control Wiring. Contractor shall be responsible for all required materials, equipment, and labor to install, manage, administer and supervise the project. All GPS BiPolar Ionization units installed shall be new unless otherwise specified. The Contractor shall deliver and safeguard all materials and equipment required for completion of the work. Equipment and materials shall be installed according to the manufacturer�s recommendations. Damaged or defective items shall be replaced. The total amount of this work is in the amount of $36,729.00 IDENTIFICATION OF THE STATUATORY AUTHORITY PERMITTING NONCOMPETITIVE ACQUISITIONS: 6.302-2 Unusual and compelling urgency/ (a) Authority 41 U.S.C.3304(a)(2). (2) When the agency�s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. Application. This authority applies in those situations where- An unusual and compelling urgency precludes full and open competition; and Delay in award of a contract would result in serious injury, financial or other, to the Government. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR�S UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED: As COVID-19, now declared a global pandemic, continues to spread across much of the world, the lives of millions of Americans are being significantly disrupted. These units can minimize the closings of Moore Air Base during this outbreak and future outbreaks. These Air cleaners utilize the technology of bi-polar ionization to eliminate airborne particulates, odors and pathogens. Most importantly, as it relates to fear revolving around COVID-19, bi-polar ionization air cleaners attack and kill viruses, mold spores and bacteria. The ions steal away hydrogen from the pathogens, leaving them to die. These units are being supported by COVID19 funds. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE, INCLUDING WHETHER A NOTICE WAS, OR WILL BE, PUBLICIZED AS REQUIRED BY FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2, AND IF NOT, WHICH EXCEPTION UNDER FAR 5.202 APPLIES: Beta.SAM Sole Source Notice� PR-20-1009947� published 07/29/2020 and closed on� 8/13/2020 A DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE, AND THE BASIS FORTHAT DETERMINATION: No additional pricing for this requirement was obtained due to the fact that this was an urgent order in accordance with FAR 6.302-2 Unusual and compelling urgency. The Texair Company Stated The amount that Texair quoted is 15% less than what Texair sells to the general public.� USDA is a client with an existing Preventative Maintenance contract� (12639519D0038)� these type of clients always receive a discounted rate for new components. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED (FAR PART 10) AND THE RESULTS, OR AN EXPLANATION OF THE REASON MARKET RESEARCH WAS NOT PERFORMED: Global Plasma Bipolar Ionization Unit brochure which states their� proven technology delivers clean indoor air that is safe and healthy � producing neither ozone nor other harmful by-products. All our NPBI products are UL and CE approved. Through NPBI, our products purify the air by eliminating airborne Particulates, Odors and Pathogens.� All this while saving you 30% on Energy consumption and lowering your carbon footprint by reducing outdoor air intake by up to 75%. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION - FAR 6.303-2(a)(9): USDA APHIS PPQ Field Operations Moore Air Base is an emergency response agency, who�s mission is to safeguard agricultural resources from the risks associated with the entry, establishment, and/or spread of exotic plant diseases introduced into the United States. These units addresses conditions and necessary to allow operation in a safe manner. The notification will include information how interested parties may submit capability information for review and consideration.
