Description
Project # 552-19-103: Improve Sub-Specialty Waiting Area � Bldg. 310 � Dayton VAMC. The Improve Sub-Specialty Waiting Area � Bldg. 310 project will be at the Dayton VA Medical Center located at 4100 W. Third Street, Dayton, OH� 45428. This project will fully renovate approximately 4000 +/- square feet of a 20000 SF suite on the first floor of Building 310.� Additional areas will receive new finishes and plumbing as noted on the drawings. The project will increase privacy for VA patients and overall patient and family comfort.� Ten (10) new exam rooms will be created in and adjoining the approximately 2080 square feet of unfinished area. The work for this project shall also include, but is not limited to, updating existing exam room and travel office finishes. Approximately 27 existing exam rooms will receive new sinks and upgrades to the existing Fire Alarm and Nurse Call systems that are no longer supported by the manufacturers. Corridors within the scope area shall be abated and have finish upgrades. Most areas will receive new LED light fixtures and all other work as outlined and required and in accordance with the drawings and specifications. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority under Public Law 109-461 (38 U.S.C. 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be considered a small business under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, www.beta.sam.gov, to name a few, to be eligible for award. Bidders MUST ensure registration in these websites are accurate, complete and have not expired prior to bid opening date. The project magnitude is between $2,000,000.00 and $5,000,000.00. The project NAICS code is 236220 and the business size standard is $39.5 million. In accordance with Veterans Affairs Acquisition Regulation (VAAR) 852.219-10(c) (4), the SDVOSB is required to perform a minimum of 15% of the construction work on the project. Duration of the project shall not exceed 220 calendar days from receipt of the Notice to Proceed (NTP). BONDS in form of Bid, Payment, and Performance will be required. SITE VISIT: a one-time only site visit will be scheduled. The Site Visit information will be in the solicitation package. The solicitation documents will be posted at www.fbo.gov on or about July 29, 2020, with bid opening approximately 30 days later. Dissemination of the solicitation, specifications and drawings is limited to electronic medium. All interested Bidders (primes & subcontractors) should register at Contracting Opportunities on Beta.Sam.Gov (www.beta.sam.gov) so others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register at the www.Beta.Sam.Gov website. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.Beta.Sam.Gov. Paper copies of the amendment will NOT be individually mailed. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3, Amendments to Invitation for Bids. Bidders should re-visit the Website periodically to look for updates. All requests for information are required to be in writing to the Contracting Officer and shall be received within the time specified in the solicitation documents; no telephone inquiries will be accepted. It is the interested bidders� responsibility to be sure your questions were actually received in the contracting office for a response, prior to the cut off period.
