Description
NOTICE OF INTENT: The U.S. Army Contracting Command � Orlando (ACC-ORL) intends to award a sole source, Firm-Fixed Price (FFP) contract to Raytheon Company for eXportable Combat Training Capability (XCTC) services.� XCTC is Army National Guard�s (ARNG) capstone training event for Brigade Combat Teams (BCT) to attain T-Level 2 (TR-2) and T-Level 3 (TR3) training readiness, and affords commanders the opportunity to assess Mission Essential Task (MET) proficiency in force-on-force and live fire training environments. XCTC provides an experience similar to a Combat Training Center to National Guard Soldiers at home station or at a regional training center, minimizing cost and time away from home and jobs. The program brings full training resource packages to National Guard and active duty bases around the country,�allowing units to train on their schedule, close to home. �The effort requires the Contractor to assume responsibility for and maintain over 24,906 Government furnished pieces of equipment. The proposed North American Industry Classification System (NAICS) Code is 541330 Engineering Services, PSC J069 Maintenance, Repair and Rebuilding of Equipment: Training Aids and Devices, with size standard $16.5 Million in dollars. This sole source action is anticipated to have a base period of 4 months along with two 4-month option periods.� The Government does not anticipate that all options will be exercised; however, should the need arise, the estimated value of this bridge contract including both option periods could total $30-40 million. The Government intends to solicit from and award this bridge effort to Raytheon Company, 12792 Research Parkway, Orlando, Florida 32826 in accordance with FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to execute this award on or around 23 September 2020 to provide continued support to the ARNG until such time the competitive effort for this requirement is finalized. This notice is neither a request for quotation nor a solicitation of offers; however, all responsible sources may submit a capability statement for consideration by the Agency. This Notice of Intent to Sole Source does not constitute a solicitation. No solicitation will be issued. All information received in response to this notice that is marked proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses incurred associated with responding to this notice. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing by 08/31/2020, 8:00 A.M, EDT.� Submissions received by the specified date and time will be considered by the Government. Responses shall be submitted via email to felecia.c.charles.civ@mail.mil and jeyasingam.jeyanthan.civ@mail.mil. �The Approved redacted Justification and Approval document for this bridge effort will be posted at a later date.
