- The 144th Fighter Wing (144 FW) intends to issue a sole-source award for the installation of bird netting and spikes along an aircraft shelter. The goal of this requirement is to eliminate any potential waste, debris, etc. that results from birds perching along the shelter and above valuable aircraft. The aircraft shelter is one of twelve that was previously supplied by EDL Construction, Inc. These structures are still under warranty for both workmanship and materials. Under this warranty agreement, maintenance and inspections are reserved exclusively for EDL or one of its authorized representatives/dealers. It is the government�s wishes not to violate these terms, as continued maintenance of these structures is vital to base operations. In an effort to adhere to the warranty terms, EDL has performed all maintenance, inspections and modifications prior to this notice. Modifications include a previous contract issued to EDL, which outfitted the other eleven aircraft shelters with bird netting. Awarding to EDL ensured that the modifications made to the structures would not hinder their ability to conduct a thorough inspection and/or proper maintenance. It is likely that work from a third party would have altered the structures in a way that would have voided the longstanding warranty. The 144 FW intends to issue a sole-source award to EDL Construction, Inc. to retain the existing warranty agreement on the aircraft shelters. It is determined to be in the government�s best interest, as it will ensure more cost-effective, continuous, and streamlined maintenance and inspection services. Furthermore, a sole source award ensures no modifications are made to the structure that would affect future maintenance and/or inspection services. Therefore, EDL Construction, Inc. is the only responsible source, and no other services will satisfy agency requirements in accordance with (IAW) 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) at 6.302-1(a)(2)(iii)(B). IAW the Defense FAR Supplement (DFARS) Part 206, Competition Requirements, PGI 206.302-1, when utilizing the authority at FAR 6.302-1, the Contracting Officer shall post a request for information or a sources sought notice and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2:00pm, Pacific Time, on Thursday,�20 August 2020. Responses must be submitted in writing to the Contract Specialists, SSgt Steven (Adrian) Ontiveros at steven.ontiveros@us.af.mil and TSgt Jarrod Sanchez, at jarrod.sanchez@us.af.mil no later than the time and date noted above. Telephone responses and requests will not be acknowledged. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
