- THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. Pursuant to FAR 5.203(a), the Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) / Federal Insurance and Mitigation Administration (FIMA), intends to award follow-on sole source contract to continue customized services for the FIMA-wide mentoring program to The Training Connection, 4004 Genesee Place, Suite 109, Prince William, VA 22192. Currently, The Training Connection is performing services under a 12-month pilot program Task Order, #GS-02F-0120R / 70FA6019F00000049, which expires on September 26, 2020. The new anticipated period of performance will be for one (1) 12-month period and four (4) 12-month option periods. This award will be conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies, in accordance with Federal Acquisition Regulation (FAR) 8.405-6(a), Limiting Sources. This requirement is to provide FEMA-specific program management and expertise for a FIMA-wide, formal mentoring program for employees at all organizational levels to connect with seasoned mentors, achieve their professional goals, build stronger networks, and enhance their skills and knowledge.� It is necessary to limit competition for new work because The Training Connection is currently supporting the FEMA/FIMA pilot mentoring program contract, which was competed on GSA. All elements of this program are customized to FEMA�s requirement including the mentoring program web-based platform, orientations, disc assessment and analysis, on-going mentoring support, and continuous improvement activities.� The previously purchased web-based mentoring software is proprietary and has been customized for FEMA users.� Issuing this contract to The Training Connection is in the best interest of the Government to prevent any potential adverse impact to the mission, duplication of costs, or the disruption of the work presently being performed.�The Training Connection is uniquely qualified to provide the necessary support required without extensive transition to manage the ongoing services. The anticipated procurement will be classified under North American Industry Classification System (NAICS) 611430, Professional and Management Development Training, with a Small Business Size Standard of $12.0 Million. All responses received by the closing date of this special notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to not conduct a competitive procurement based on responses to this special notice is solely within the discretion of the Government. Responses to this special notice must be made in writing and submitted via email to Isiah Mack, Contract Specialist, at isiah.mack@associates.fema.dhs.gov. Responses must be received no later than the response date and time specified in this notice, and any late responses will not be considered.
