- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER and is not a request for quotes.� The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) intends to negotiate with and issue a sole source, firm-fixed price award to American Lubricants, Inc. located in Buffalo, NY 14206, under Simplified Acquisition Procedures in accordance with FAR�13.106-1(b), and as authorized by FAR 6.303 and will incorporate clauses that are in effect through�Federal Acquisition Circular 2020-08, effective date 08-13-2020.� The associated North America Industry Classification System (NAICS) Code is 324191 and the Size Standard is 750 employees.� The anticipated award date is September 4, 2020. The NWS National Logistics Support Center has a requirement for synthetic lubricating oil for the Next Generation Weather Radar (NEXRAD) system as per the specifications below. Currently the only known qualified source is American Lubricants, Inc. �� SYNTHETIC LUBRICATING OIL, NEUTRAL COLOR, 75 WEIGHT, 5- GALLON CONTAINER FOR WSR-88D NEXRAD RADAR PEDESTAL ASN: R400-014-O-20 NSN: 9150-01-418-8738 AMERICAN LUBRICANTS P/N: SHC 75W MOBIL P/N: SHC 624 Oil is required to be packaged in 5-gallon cans, leak proof, using the LAB SAFETY 5-GAL CAN P/N: 123794N, INMARK P/N: PP075GN70V with screwcap P/N: DA03FS70. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than August 20, 2020 at 2:00 PM Central Time. The capability statement must provide clear, concise, and unambiguous evidence substantiating capabilities that would be advantageous to the Government. ALL INTERESTED VENDORS MUST SUBMIT DOCUMENTATION INDICATING APPROVAL/QUALIFICATION FROM THE NWS RADAR OPERATIONS CENTER (ROC) TO PROVIDE THE SPECIFIED OIL. Vendors who are not currently approved/qualified will not be considered. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.�� No solicitation package is available.
