- The Defense Spectrum Organization requires Electromagnetic Spectrum (EMS) Services Operations, Electromagnetic Environmental Effects (E3) Program, and Strategic Planning Support, the Applied Engineering Services and Mobile Service Support Providers (MSP).� The scope of this effort is to determine the potential for Electromagnetic Interference from the proposed system transmitters to existing and planned military, government, and commercial communications-electronics systems. This includes the potential for electromagnetic radiation hazards from the proposed system transmitters.
