Description

NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs established Health Care for Homeless Veterans (HCHV), in accordance with 38 U.S.C. 501, and 2031. Network Contracting Office 21 (NCO 21) INTENDS TO AWARD A SINGLE SOURCE IDIQ CONTRACT for Housing Support Specialists at 250 Kearny Street, San Francisco, CA 94108 for the San Francisco Department of Veteran Affairs Medical Center through Swords To Plowshares. The proposed contract award will be for 5 years at a total contract value of $2.5M. SUBJECT: Housing Support Specialist PLACE OF PERFORMANCE: 250 Kearny Street, San Francisco, CA 94108 SET-ASIDE STATUS: Not a Set-aside DESCRIPTION: The Contractor provides on-site housing (residential) supportive services IAW the PWS, which are delivered to chronically homeless Veterans transitioning from street homelessness, discharged from institutions, and/or Veterans who recently became homeless, and who are Project Based Voucher (PBV) eligible and in need of safe, stable living arrangements with on-site support services during the placement phase ensuing permanent residence at Kearny Street Project, 250 Kearny St., San Francisco, CA 94108 a HUD-VASH PBV housing site. QUALIFICATION: To be eligible, the proposed Contractor must submit legal documentation from the City of San Francisco Department of Homelessness to operate services described in the Performance Work Statement (PWS) at 250 Kearny Street. DURATION OF CONTRACT PERIOD: The VA intends to issue a solicitation to result in a Single Source Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with an ordering period not to exceed five years and six months. ANTICIPATED AWARD DATE: 10/1/2020 This procurement is in accordance with FAR Part 12 Commercial Items and FAR Part 13.5 Simplified Acquisition Procedures. The associated North American Industrial Classification System (NAICS) code for this procurement is 624229 with a small business size standard of $16,500,000.00. The FSC/PSC is G099 THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, all responsible sources that believes it can meet the requirements may submit a written capability statement, proposal, or quotation prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement for the estimated period of performance which shall be considered by the agency. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice. Contractors must be registered in the System for Award Management (SAM) at www.beta.sam.gov at the time of the RFQ response due date.
