Niagara Falls Air Reserve Station has a requirement for a Firm Fixed Price (FFP) contract for a ""Copper Plant Upgrade"" at Niagara Falls ARS, NY. An organized site visit has been scheduled for: Wednesday 5 August, 2020 at 1:00 pm There will NOT be additional site visits. NOTICE TO OFFERORS:� FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROJECT; THE GOVERNMENT ANTICIPATES FUNDS WILL BECOME AVAILABLE PRIOR TO BUT NO LATER THAN 30 SEPTEMBER 2020.� NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE.� THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE.� IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMNET HAS NO OBLIGATION RO REIMBURSE AN OFFEROR FOR ANY COST. DESCRIPTION OF REQUIREMENT: Contractor to furnish all plant, labor, parts, materials, equipment, transportation and supervision required to complete the above construction project; the projects main purpose is to replace copper cable that is degrading with new Fiber Optic (FO) cable plant.� This project includes directional boring, FO pulling, FO splicing & testing as well as open-pit trenching to install conduit to which FO will be installed as part of this effort.� The installation of FO cable does not include ""transmission lines"" or other major lines outside of building-to-building. NOTICE TO OFFERORS: Work will be performed at the 914th Air Refueling Wing, Niagara Falls ARS, Niagara Falls, NY. � The Government anticipates the award of a single Firm-Fixed Price contract with a period of performance of 180 calendar days after Notice to Proceed. � Electronic bid submissions will not be accepted or returned � The estimated magnitude of construction is between $500,000 and $1,000,000 � The NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors) and the Small Business Size Standard is $16,500,000. � Liquidated damages are identified in the solicitation document � Payment and performance bonds are required � All applicable provisions and clauses will be included in the actual solicitation. � Site visit information will be provided in the solicitation; prime contractors, subcontractors and/or suppliers are highly encouraged attend the site visit � The complete solicitation will only be available electronically at the System for Award Management https://www.sam.gov under reference number FA667020B0001, no paper/hard copies will be provided.� It is the Contractors responsibility for downloading all solicitation documents and for monitoring the website for possible amendments, any changes or updates. � This notice does not obligate the Government to award a contract nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any costs incurred to submit the requested information and/or a proposal.� Responses to this notice will not be returned. � To be eligible to receive an award resulting from this solicitation, contractors must be registered in the DoD System for Award Management (SAM) located at the following website: https://www.sam.gov; Failure to register in the database will render the Contractor ineligible for award.� Offerors must also be actively registered in Wide Area Workflow (WAWF) - https://wawf.eb.mil. � Any questions relating to this solicitation must be submitted in writing to the contracting office.� No verbal communications are authorized.� For questions, please contact Jason P.
