- The purpose of amendment 001 is to post the questions and answer received against this RFQ. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 20201222038 and is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07, August 3, 2020. This is a 100% Small Business Set-Aside, the applicable NAICS code is 238210 with a size standard of $16.5 million. The USIBWC has a requirement for the Mercedes Field Office IT Infrastructure Upgrade in accordance with the attached SOW.� The work includes, but not limited to, providing all the labor, equipment, single mode fiber and terminations services, to: 1) Install two single mode fiber connections (with six strands, approximately 1,000 ft total of fiber required) in the locations depicted in Addendum D: Infrastructure Upgrade Overview 2) Install three fiber enclosures/distribution panels (six port), fiber adapter plates for LC or SC connections 3) Install two physical enclosures for four cisco switches, three CAT 6 patch panels, splice cassette and protection, to include termination and testing. 4) Install up to 25 CAT 6 data/VOIP drops (including jacks and labeled face plates) in order to connect existing IBWC network switches and router ports upon completion of the project. Project Location: Mercedes Field Office 325 Golf Course Rd Mercedes, TX 78570 The attachments to this solicitation include: Scope of Work; SCA Wage Determination No. 2015-5245, Rev. No. 11, Pricing Sheet; appropriate provisions and clauses to include 52.204-7, 52.204-16, 52.204-24, 52.212-1, 52.212-2, 52.212-3, 52.252-1, 52.204-9, 52.204-13, 52.204-18, 52.204-19, 52.212-4, 52.212-5, 52.222-42, 52.232-40, 52.252-2, 52.236-9, 52.245-1, 52.245-9. Contractors shall include with their quote a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.� This may also be completed online at SAM.gov. COVID-19 Requirements: Contractor employees must adhere to all CDC and OSHA COVID19 requirements while on IBWC property and when participating in any type of function associated with this requirement. In accordance with USACE EM 385-1-1 03.A.06 and OSHA recommended practices, an Infectious Disease Preparedness and Response Plan is required and must be submitted with the Accident Prevention Plan. If the contract does not require an Accident Prevention Plan, The Infectious Disease Preparedness and Response Plan must be submitted within 15 days after award. SITE VISIT: Contractors are encouraged to attend an agency organized site visit. Site visits may be scheduled by contacting Juan Uribe at 956-565-3159 or Juan.Uribe@ibwc.gov. While attending the site visit all contractors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Contractors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted. Any questions related this solicitation shall be submitted to Lanisa.McCollum@ibwc.gov in writing no later than 4:30pm August 12, 2020.� Any questions received after this deadline will not be answered unless deemed significant by the Contracting Officer. Quotes shall be submitted via email to Lanisa.McCollum@ibwc.gov no later than 4:30pm MDT August 20, 2020.
