Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The solicitation number is 70B03C20Q00000125 and is issued as a Request for Quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 621111 with a small business size standard of $12.0 million. 3. This procurement shall be set aside 100% for small business under NAICS code 621111. All qualified, responsible sources may submit quotes in accordance with the provision at FAR 52.212-1 and the additional instructions set forth herein. Quoters are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. Refer to the provision at FAR 52.212-2, set forth herein, for the evaluation factors and information on the basis for award. 4. The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Indianapolis, IN, intends to award a Blanket Purchase Agreement (BPA) for the procurement of Medical Services for Detainees in support of the New York Field Office � JFK Airport. It is required that all quoters submitting a quote review the attached Statement of Work (SOW) to review all requirements. All quoters submitting a quote shall be required to meet the requirements found in the SOW. As part of CBP�s quote evaluation process, CBP reserves the right to perform an on-site inspection of an apparently successful quoter�s facility to ensure that it meets the SOW requirements. 5. Quoters shall complete and submit a quote package in accordance with the Quote Submission Requirments provision in the RFQ package on or before the deadline of the RFQ, August 25, 2020 at 4:00 p.m. ET, via email only to colin.a.colgan@cbp.dhs.gov. Any questions about the requirement shall be submitted via email only to the same email address no later than 24 hours prior to the RFQ deadline. Government responses to questions may be published through FBO as amendment to the solicitation so that all interested quoters will have access to the same information. 6. The BPA will consist of five (5), one (1) year ordering periods, estimated to start 09/15/2020 and run through 09/14/2025. 7. This RFQ contains the following Attachments: (a) Statement of Work (b) Wage Determination (c) Price Quote Form (d) Past Performance Questionnaire.
