Description
The U.S. Trade and Development Agency connects America�s private sector to infrastructure projects in developing and middle-income countries. USTDA accomplishes its mission by funding feasibility studies, technical assistance and pilot projects that integrate the expertise and innovation of American companies. The Agency also connects overseas buyers with U.S. sellers through its reverse trade missions, industry conferences and workshops. Unique among federal agencies, USTDA is mandated to promote the participation of U.S. industry in infrastructure projects at the critical early stages when design choices and technology options are being defined. USTDA is divided into five regions, each led by a Regional Director. These regional teams prioritize and focus on approximately 20 different countries that are eligible for USTDA�s funding consideration.� More information regarding USTDA programs can be viewed at www.ustda.gov. The Indo-Pacific Regional Team focuses on identifying projects for USTDA funding consideration that would promote U.S. commercial interests across the Indo-Pacific Region.� While USTDA projects span a variety of sectors, the Agency�s program in the Indo-Pacific region focuses on the energy, transportation, digital, environment, agribusiness and healthcare sectors. The Indo-Pacific Regional Team is also engaged in multiple U.S. Government Initiatives, including The Digital Connectivity and Cybersecurity Partnership (DCCP), the Infrastructure Transaction and Assistance Network (ITAN) and Asia Enhancing Development and Growth through Energy (AsiaEDGE). Through this solicitation, USTDA is seeking to fill the Financing and Implementation Manager for the Indo-Pacific, based in Manila, Philippines Personal Services Contractor (PSC) (herein after �PSC�) position.� The PSC is USTDA�s senior resident representative in Manila, Philippines and is responsible for helping ensure USTDA�s activities in the Indo-Pacific region reach financial close.� The PSC represents USTDA at the U.S. Embassy in Manila, throughout the Indo-Pacific Region, and works directly with other U.S. Government representatives, Indo-Pacific public and private sector representatives, the U.S. private sector, and financing institutions.� Key responsibilities include:� 1) Liaising with the Asian Development Bank (ADB) and other public and private financiers to ensure that USTDA�s projects throughout the Indo-Pacific Region reach financial close; 2) Representing USTDA at the U.S. Embassy in Manila, working alongside U.S. Embassy colleagues to find new infrastructure opportunities in the Philippines that promote sustainable development and generate U.S. exports; 3) representing the agency at USTDA-sponsored and other events throughout the Indo-Pacific, such as conferences and workshops; and 4) coordinating USTDA�s program among the USG interagency at U.S. Embassies and Consulates throughout the Indo-Pacific.
