- Clinical Decision Support (CDS) Services Solicitation Number: 36C77620R0015 The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a Multiple-Award, Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract to Small Business (SB) concerns for the Clinical Informatics and Data Management Office (CIDMO) program. Please Note: this is being issued in connection with Request for Information (RFI) 36C77619Q0163. The scope of the procurement includes providing the Veterans Health Administration (VHA), CIDMO Program Office with subject matter expertise, policy guidance, and strategic recommendations regarding clinical decision support (CDS) standards implementation for the Department of Veterans Affairs (VA) Information Technology (IT) systems. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 15. The solicitation will be advertised as a Small Business (SB) set-aside. The NAICS code for this procurement is 541611 and the Small Business Administration Size Standard is $16.5 million. The solicitation will be issued for 28 calendar days. The ordering period for the IDIQ shall be for ten (10) years, and the effective period shall be for fifteen (15) years. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email at sharif.ra-el@va.gov and Matthew.klempay@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only Federal Business Opportunities (FBO), via the internet, to provide notification of any amendments to this notice and the subsequent solicitation. It is the contractor s responsibility to view FBO daily for any amendments to this notice and the solicitation. The VA estimates that the solicitation and related amendments will be posted on FEDBIZOPPS and the VA Vendor Portal on or around 08/11/2018. Instructions to register for the VA Vendor Portal are attached to this posting. Offerors are required to submit offers via the VA Vendor Portal. Any responsible Small Business may submit an offer upon release of the solicitation. All Offerors must be registered in the SAM database prior to award of a contract, this can be found at www.SAM.gov.
