(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0620Q0059 is being issued as a Request for Quotation (RFQ). This solicitation will utilize the policies contained in FAR Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 dated 7/2/2020. (iv) This solicitation is being issued as a 100% Women Owned Small Business (WOSB) set-aside. The NAICS associated with this solicitation is 561720, Janitorial Services with a size standard of $19.5 Million. (v) This combined solicitation/synopsis is issued for the purchase of the following commercial item(s): CLIN 0010, Boise District Recreational Site Maintenance Services, commencing on 10/1/2020 and ending on 9/30/2021. CLIN 0020, Option Period One, Boise District Recreational Site Maintenance Services, commencing on 10/1/2021 and ending on 9/30/2022. CLIN 0030, Option Period Two, Boise District Recreational Site Maintenance Services, commencing on 10/1/2022 and ending on 9/30/2023. CLIN 0040, Option Period Three, Boise District Recreational Site Maintenance Services, commencing on 10/1/2023 and ending on 9/30/2024. CLIN 0050, Option Period Four, Boise District Recreational Site Maintenance Services, commencing on 10/1/2024 and ending on 9/30/2025. (vi) The statement of work provided as Attachment 1, requires regular servicing and maintenance of 69 recreation sites within the Boise District of southwest Idaho. The scheduled maintenance responsibilities shall include basic maintenance and minor repairs. Major repairs to select facilities located within the identified recreation sites may be requested depending upon vandalism or natural events. Minor repairs may be requested on the sites that do not receive regular scheduled maintenance. (vii) Attachments 2, 4 and 5 provides the map, locations and facility inventory list within the Boise District of southwest Idaho. (viii) FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and addenda to the provision is provided in Attachment 8. (ix) The provision at 52.212-2, Evaluation-Commercial Items, and the specific evaluation criteria provided in paragraph (a) of that provision applies and provided in Attachment 8. (x) All quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its quote. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and provided in Attachment 8. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable to the acquisition as provided in Attachment 8. (xiii) The additional contract requirement(s) or terms and conditions necessary for this acquisition are provided in Attachment 8 and are consistent with customary commercial practices. (xiv) The Defense Priorities and Allocations System (DPAS) rating does not apply. (xv) The Government intends to award a firm-fixed-price type order resulting from this solicitation. Quotes are required to be received in the contracting office no later than 5:00 p.m. EST on September 2, 2020. The preferred (not required) method of quotation submission is through FedConnect.
